DMV Buyer Specialist -Position Job at Virginia Dept of Motor Vehicles

DMV is seeking to hire an individual to carry out procurement support functions for a variety of technology and non-technology purchases for goods and services. Establish and maintain various procurements using all purchasing methods. Serve as the Small Business and Supplier
Diversity liaison supporting and maintaining the DMV’s Expenditure Dashboard. Assist in investigating problems related to procurement, policy interpretation, contract administration and vendor performance.

The position’s specific responsibilities and duties will include, but are not limited to, procurement support of goods and services – entryof requisitions and purchase orders into eVA. Advise and assist management in procurement activities. Initiate the procurement ofstate contract items and obtain quotes. Process solicitations for procurements. Process and create Quick Quote purchase orders, etc,using eVa. Post and distribute solicitations, as well as posting notice of or intent to award documents and timely filing of biddocuments. Prepare bid packets and addenda for distribution. Support management and senior buyers in preparing for meetings,
conferences and events. Assist with annual compliance reviews, provide sound recommendations and research reasonableconclusions. Maintain office inventory accountability.
Contract Administration – Monitor contracts to ensure contract requirements are met and take action to correct deficiencies. PerformHRO 1 (08/25/2020)monthly price indices adjustments against FOB contracts. Investigate vendor and customer complaints, negotiate with vendors,resolve issues, and reach conclusions for default action or contract renewal. Maintain, review and report contract renewal andextension deadlines.
Small Purchase Charge Card Program – Support the DMV’s Small Purchase Charge Card Program and maintain, review and reportprogram status updates. Work closely the program lead to identify and resolve card holder issues.

Minimum Qualifications
Demonstrated knowledge of word processing, presentation and spreadsheet software, including MS Office (Word, Excel, etc.).
Ability to be detail-oriented, prioritize tasks, show initiative, and maintain a professional demeanor with internal and external clients.
Strong knowledge of business English and mathematics.
Ability to communicate effectively orally and in writing with internal and external clients, vendors, and other state agencies.
Ability to interpret and apply policies and procedures.
Demonstrated ability to work in a multi-task environment.
  • Graduation from high school with course work in business or related area of curriculum.

One or more of the following Professional certifications is expected to be obtained within two years of employment or promotion into the position:
Virginia Contracting Associate (VCA), Virginia Contracting Officer (VCO) or Certified Professional Public Buyer (CPPB).
An equivalent combination of experience and training indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

Preferred Qualifications
  • Experience and knowledge with the state’s automated e-procurement system (eVA).
  • Direct experience in procurement of supplies, equipment and services.
