Program Summary:
The MA SMP Program is part of a national initiative with the mission to reach, educate and counsel Medicare and Medicaid beneficiaries, family members and caregivers on preventing, detecting and reporting healthcare errors, fraud and abuse. The MA SMP Program promotes consumer awareness and activates beneficiaries to become engaged healthcare consumers by conducting ongoing outreach, education, and counseling across the state. The MA SMP Program's Diversity + Inclusion=Equity Project aims to enhance the diversity of the MA SMP Program's workforce (staff and volunteers) to reach and better represent target communities across the state and provide more equitable services to traditionally under-served and unserved Medicare and Medicaid beneficiaries.


Essential Functions: (Core duties or tasks that are fundamental and not marginal to the performance of the job.)

  • Schedule, convene, and facilitate Diversity + Inclusion = Equity Advisory Committee to advance the reach and recruitment of SMP volunteers from target communities.
  • Schedule, convene, and facilitate Diversity + Inclusion = Equity Regional Advisory Councils. made up of representation from respective Councils on Aging, Regional SHINE Programs, Independent Living Centers community-based organizations, and stakeholders serving target populations.
  • Coordinate volunteer recruitment efforts with the MA SMP Program Volunteer Coordinator to plan, conduct, and implement a diverse and inclusive statewide volunteer recruitment campaign to enhance equity.
  • Coordinate the training and inclusivity of newly recruited SMP volunteers from diverse and underserved communities in collaboration with the MA SMP Program Volunteer Coordinator to ensure equitable outreach and education to Medicare and Medicaid beneficiaries is conducted throughout the state.
  • Develop, schedule, and circulate a calendar of comprehensive trainings addressing Diversity + Inclusion = Equity, to advance the dismantling of structural racism, explicit and implicit biases, contributing to disparities.
  • Establish Diversity + Inclusion =Equity training calendar with SHINE Statewide Director for SHINE counselors' recertification requirement.
  • Cultivate new partnerships with community-based organizations serving target communities, such as limited-English proficient (LEP), indigenous, rural, and other vulnerable populations to ensure the reach and dissemination of the SMP Program message and educational materials.
  • Foster ongoing relationships with current SMP Program partners to continue to enhance outreach and education to target populations.
  • Attend, contribute, and participate in regular MA SMP Program's monthly volunteer virtual meetings as well as in-person/virtual volunteer retreats.
  • Participate in MA SMP Program's Diversity + Inclusion = Equity virtual meetings.
  • Participate in MA SMP Program's Diversity + Inclusion = Equity grantees' monthly virtual meetings.
  • Participate in ACLs quarterly virtual meetings with individual Diversity + Inclusion =Equity Grantees.
  • Attend and participate in the SMP Program's National Conference.
  • Track and document all program activities, trainings, assigned duties, etc.
  • Comply with all reporting requirements of the Administration for Community Living and the Office of the Inspector General by capturing all programmatic outcomes and outputs.
  • Flexibility to work some evenings and weekends if, and when necessary.
  • Other activities as determined and assigned by supervisor as they relate to the Diversity + Inclusion = Equity project.


Essential Job Functions:

  • Design Pre and Post Surveys and/or questionnaires to utilize with training participants.
  • Design and execute Post Evaluation to assess effectiveness and value of all meetings and trainings


Qualifications:

  • Bilingual and/or bicultural applicants are highly encouraged to apply.
  • BA/BS and minimum of three years of program implementation/management experience preferred. Additional experience may be substituted for a degree.
  • Experience and/or commitment to addressing Diversity and Inclusion
  • Experience and/or commitment to health equity
  • Expertise in designing and implementing outreach and education campaigns is essential.
  • Excellent communication skills, both written and spoken.
  • Experience in convening and facilitating meetings, trainings, presentations and public speaking.
  • Experience working with diverse and multicultural populations.
  • Excellent organizational skills and attention to detail.
  • Ability to carry out tasks as instructed with minimal supervision.
  • Knowledge of office management, administration, and systems.
    • Computer proficiency, such as Office 365, Excel, PowerPoint, SurveyMonkey, as well as social media platforms (Facebook, Twitter, Instagram, etc.)
    • Ability to prioritize multiple tasks and complete assignments in a timely manner with follow through.
  • Must have reliable transportation and able to travel throughout the state and transport SMP outreach materials for dissemination, displays, banner and other equipment as needed.
  • Ability to carry up to 30 pounds.
