Director of Bus Operations ED Job at Dallas Area Rapid Transit
The Director of Bus Transportation must be able to lead a high-performance transit delivery team consisting of operators, Station Office Supervisors, Coordinator, Managers, Assistant managers, maintenance supervisors and other staff to support the goal of providing a safe and reliable transit service. Must demonstrate proven leadership skills, a passion for public transportation, the ability to communicate and promote good customer-centric philosophy, must be collaborative and able to engage staff at all levels, maintain a positive interaction with the union. Ensures that our services are provided within budget by developing and implementing action plans to improve operational efficiencies. Implements, analyzes and modifies division processes and procedures to assure accuracy and efficiency in alignment with department goals and objectives. Assist in the development of short-, mid-, and long-range strategies to achieve departmental goals. Responsible for oversight and quality assurance in the day-to-day operations of a diverse workforce consisting of 400+ employees.
Oversees daily activities of all operators and coordinates the activities of Managers, Asst Managers and Station Office Supervisors.
Provides overall Leadership, Guidance, and Direction for all garage operations activities by setting performance goals and expectations for the garage, providing counseling, coaching, training and ongoing development, as well as corrective action, work improvement plans and disciplinary action as required.

Review Managers Actions and discipline. Review Performance of the Station office team and provide ongoing development and performance training.
Provides and oversees garage leadership in the area of employee relations/labor relations by tracking compiling and analyzing performance; handle interdepartmental issues; resolve employee issues and grievances; improve processes. Makes hiring decisions for authorized roles; evaluates the work performance of staff; ensures the timely and efficient completion of all assigned tasks.
Preside over first step grievances and investigate/research the grievance. Make decision and write grievance response. Attend the second step and Arbitration.
Maintain open relationship with all of the garage employees and staff.
Engage employees at all levels within the Division in order to develop policies and procedures to improve customer and employee experience.
Promotes established training, safety, and quality assurance programs.
Develops and implements strategies to facilitate relationships with other departments and agencies to ensure ongoing positive interactions: promotes positive and honest open lines of communication throughout the organization and oversees the garage Service Advisory Team. Ensures policies and procedures for the garage are updated and current.
Prepares a variety of complex documents and reports, for Executive Management review. Perform other related duties as assigned.
Maintain current and past knowledge of the Bus Operations Standard Operating Procedures. Maintain current and past knowledge DART Policies and Procedures.
Maintains a good working relationship with all of DART Divisions and Departments
Provides overall guidance in the development, implementation and monitoring of the garages operating budget. Ensures the accurate and timely validation of the daily garage payroll.
Research and maintains current knowledge of garages costs
Responsible for accurate payroll records.
Ensures effective and efficient use of current and emerging safety techniques and practices are available for managers, Instructors and operators in providing safe operation to our customers. Oversees the drug and alcohol program at the garage level. Ensures a workplace free of harassment and discrimination.
Assist training with the division safety programs and research programs that will be beneficial to the division success.
Works closely with maintenance department to ensure that all operation requirements are met; e.g. weekly staff meetings.
Performs other related duties as assigned.
Bachelors Degree from an accredited college or university in Business Administration, Transportation or related field.
Five (5) years of progressive, responsible experience in transit, transportation management, public safety in a transportation industry or similarly related field with verifiable lead/supervisory experience.
Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles
Knowledge of principles and practices associated with transit service delivery.
Knowledge of budget development/analysis, and operational cost factors. Knowledge of departmental policies and procedures
Proficiency on PC and knowledgeable of software applications, Microsoft Office applications of Word and Excel or other related software applications.
Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

Acts as a resource to and liaison between division and various departments within DART, as well as with external contacts. Develops, submits for approval, manages and monitors annual division budget
Ability to manage within a budget, forecasting and implementation cost saving measures throughout multiple operating divisions by increasing efficiencies while providing excellent results on performance of the service.
Knowledge of all relevant federal, state and local laws, ordinances and regulations including, Federal random drug testing requirements, the Family and Medical Leave Act (FMLA), EEO and Affirmative Action, and the Americans with Disabilities Act (ADA).
Knowledge and expertise in progressive management practices within large organizations including, budgeting, planning, leadership and labor/management relations.
Ability to establish and maintain effective working relationships with employees, DART management, and board members.
Ability to work effectively in a unionized environment including, understanding of labor relations issues, Hourly and salaried employee manual interpretation, and grievance procedures.
Skilled in problem analysis and resolution.
Skilled in interpersonal and leadership skills to analyze and resolve complex management challenges.
Skilled in understanding and use of technology including, personal computer, software programs, and data management.
Ability to communicate effectively both in writing and verbally; facilitate group meetings and present information clearly.
Ability to operate personal computer and supporting software applications including, Windows NT, Microsoft Office.
