  • Manages daily operations of the Emergency Services department including policies, procedures, and guidelines relating to emergency management.
  • Interacts daily with government officials, public and private organizations, schools, human and emergency service organizations, utilities, media, and the general public to coordinate activities of the emergency management program.
  • Maintains compliance with state laws and regulations regarding emergency services, health and safety issues.
  • Engages in research, validates information, and coordinates the development of plans, policies, procedures, checklists, and guidelines governing the operation of emergency management.
  • Prepares and maintains a current, comprehensive emergency operation plan for preparedness, response and recovery to an event of emergency or disaster.
  • Consults and advises the Director of Public Safety, County Administrator and the Centre County Commissioners in regard to emergencies, disasters or a disaster threat.
  • Establishes, staffs, and operates an Emergency Operation Center, including established warning signals, support services, and other emergency details.
  • Assumes the roles and responsibilities as the County Chief of Staff during EOC activations.
  • Assures 24 hours per day/7 days per week availability to respond to emergency incidents and disasters.
  • Responds to all hazardous materials incidents within the county.
  • Oversees the Local Emergency Planning Committee (LEPC) to develop emergency off-site response plans and training programs for all facilities serviced by county and Title III plans.
  • Guides and assists agencies, groups, organizations, and others in development of disaster preparedness plans and responses to emergencies.
  • Assures and maintains compliance with the training requirements identified in the Emergency Management Code and PEMA Directives.
  • Acts as the emergency services liaison with federal, state, and local government agencies, police, fire and ambulance, volunteer agencies, industry, schools, day cares, and nursing homes.
  • Recruits, provides on-going professional training, certifies, and indirectly supervises emergency management coordinators of thirty- five (35) municipalities
  • Develops, coordinates, or provides input on all plans in the county to include, but not limited to dams, prisons, schools, nursing homes, day care centers, industry, chemical facilities, airports, health care facilities, and hospitals.
  • Coordinates and/or develops mutual aid agreements with all surrounding counties, regions, and municipalities, as well as any specialized response teams.
  • Serves as the county delegate to the South-Central Mountains Regional Task Force (SCMRTF).
  • Maintains membership and certification of County Hazardous Material Response Teams or provides for certified contracted teams.
  • Coordinates with counterparts in SCMRTF to plan for and administer counterterrorism matters with the Pennsylvania Office of Homeland Security, Pennsylvania Emergency Management Agency, and the U.S. Department of Homeland Security.
  • Coordinates, activates, maintains, and manages emergency communications to include, but not limited to: Emergency Alert System (EAS), Pastar satellite, PEIRS incident reporting, State 800MHZ radios, SEVAN direct connection to State EOC, and RACES amateur radio.
  • Attain required basic, advanced, and/or professional certification within prescribed timeframes in accordance PEMA Directives.
  • Prepares required local, state, and federal reports.
  • Attends meetings and training sessions as needed.
  • Conduct training, data collection, compilation, and reporting of county compliance with the National Incident Management System.
  • Performs other job-related duties as assigned or required in accordance with Title 35, Act 165 and Act 227-2002.

Qualifications

• Bachelor's degree preferred or equivalent training in emergency management, homeland security, environmental/life sciences, community planning, public administration, or related field. • Plus, computer training. • Must successfully complete and maintain the basic and advanced requirements and timelines of Directive 90-3 as currently prescribed or amended as a condition of continued employment. • Three to five (3-5 years) working experience with/or in the field of emergency management.

Special Requirements

Must possess a valid Pennsylvania driver’s license and a willingness to travel as needed. Must reside within Centre County or a radius of 45 minutes response to the Centre County Willowbank Office located at 420 Holmes Street, Bellefonte, PA 16823, following posted speed limits. This will be determined using www.google.com/maps. The individual selected will have 3-6 months to comply with this requirement.
