Job Title: Database Analyst

POSITION SUMMARY:

These general functions are carried out in keeping with the Goals, Mission and Policies of the YMCA of the East Bay. Under the supervision of the Program Impact Manager, the Database Analyst is responsible for planning, developing, implementing and overseeing a comprehensive data strategy for the YMCA of the East Bay’s Early Childhood Impact Department (ECI). This position manages data in the Head Start, state funded, and Workforce Development programs, manages multiple databases, and ensures accuracy in in reporting, aligned with program standards and monitoring requirements. The Database Analyst is responsible for working closely with program leaders in their service areas, ensuring data equity, training staff on data quality and integrity, and for conducting regular data analyses, creating data visualizations and communicating relevant information to staff and other stakeholders.

ESSENTIAL FUNCTIONS:

1. Develop and maintain the YMCA’s data implementation plan across service areas and in accordance with the Head Start Performance Standards, CA Departments of Education/Social Services and other funding source requirements.

2. Manage the databases, ensuring efficiency, confidentiality, troubleshooting/testing, upgrading, and developing new modules/systems/reports.

3. Coordinate with software developers, and the YMCA IT Department, as needed.

4. Explore the use of new software systems and systems upgrades that may benefit the program.

5. Work with program leaders to collaborate on special projects and to ensure integrity and in data collection/analysis across systems and service areas.

6. Work with program leaders to produce reports for various stakeholders, Board of Directors and Policy Council.

7. Monitor program requirements and reporting related to the annual Program Information Report (PIR).

8. Facilitate/perform/arrange onsite and remote training and technical assistance for staff, including live training, videos, and the creation of user manuals and guides.

9. Attend relevant training and professional development activities.

10. Perform special projects and other duties as required.

MEASURE OF EFFECTIVENESS

This position has a primary impact on the operations of the YMCA of the East Bay registration, analysis and dissemination of electronic information. Therefore, the effectiveness of the fulfillment of this position should be measured by:

1. The knowledge of all the Head Start/Early Head Start and Child Development program regulations and procedures;

2. The sound and efficient administration, utility, file management, and system development of all YMCA – ECI databases;

3. A positive point of contact for all staff with accurate and timely responses;

4. All business support functions are highly effective, lean, compliant and continually improving.

QUALIFICATIONS:

BA/BS in Business, Computer Science, Information Management, Statistics, nonprofit management or related area or any combination of training and experience which would likely provide the required knowledge and abilities, e.g. Advanced training and background in working with data analysis, record-keeping and reporting systems and two-years work experience with Head Start or state subsidized child development programs

· Minimum of two years of professional level experience preferably in an educational, social service or business administration environment that includes grants administration, monitoring/training responsibilities

Technical expertise regarding data models, database design development, data mining and segmentation techniques; prefer cloud experience

Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy

Adept at queries, report writing and presenting findings

Valid California Driver's License and/or ability to travel from center to center as needed; if by car then proof of auto insurance/annual DMV check required

Maintain Criminal record clearance and health requirements, TB and immunizations

Ability to communicate clearly, both orally and in writing, and produce high quality written product

Job Type: Full-time

Pay: $70,000.00 per year
