This Contractor will perform the following services, under the direction of the Agency's Re-Entry Program Manager:

1. Receive WIOA training by job shadowing Idaho Department of Labor (IDOL) WIOA staff in the Boise IDOL office to learn the details of the WIOA youth program. Additional training as determined by Reentry Manager.

2. Refer to the WIOA Technical Assistance Guide for detailed information concerning performance goals.

3. If appropriately trained, provide comprehensive and specialized assessments of the skill levels and service needs of incarcerated older youth, which may include:

i. Diagnostic testing and use of other assessment tools; and

ii. In-depth interviewing and evaluation to identify employment barriers and appropriate employment goals.

4. Use recent previous assessments by partner programs to determine appropriate level of career services.

5. Assist the WIOA career planner, when necessary, in development of an individual service strategy (ISS), to identify the employment goals, appropriate achievement objectives, and appropriate combination of services for the participant to achieve his or her employment goals, including the list of, and information about, eligible training providers.

6. Receive other training as determined by IDOC.

7. Work primarily with populations from the various prisons and Community Reentry Centers (CRCs), while stationed at the IDOC Central Office to meet with staff and screen 18-24 yr. old residents, to determine who may become potential candidates for the WIOA program.

8. Review IDOC provided reports to identify all 18-24 years old residents within 60-90 days of release to meet with them to discuss their plans for employment upon release.

9. Assist residents and those recently released individuals who are not staying in the Treasure Valley. Work closely with WIOA consultants in the area where the individual is transitioning to once released, ensuring a smoother transition for the individual and connect them to resources in their area.

10. Provide direct program referrals to the WIOA IDOL staff members. Upon agreement and coordination with IDOL staff, this may include setting appointments or facilitating communication between pre-release residents and IDOL staff. Provide direct referrals to IDOL staff members outside of Boise, as needed, to assist youth residents transitioning out of the Treasure Valley area.

11. Work with residents transitioning to other areas of the state and set up appointments with workforce consultants in the closest local IDOL office prior to the resident's release. Expected tasks and responsibilities for the IDOC Liaison: i. Work with parole officers, prison staff, and reentry specialist to keep them informed of the WIOA program, build partnerships/relationships, and generate leads for potential referrals. ii. Provide WIOA information to pre-release classes/briefings in the correctional facilities iii. Create and maintain tracking spreadsheet for contacts and potential enrollments

12. Be a strong advocate for the targeted 18-24 population.

13. Involve community stakeholders that are interested in seeing at risk youth become successful Some pre-approved travel required: A reliable vehicle is necessary and travel costs will be reimbursed.

Job Type: Contract

Salary: $26.00 - $28.00 per hour
