The Role

The Learning and Development Consultant will optimize the development and productivity of our team members by consulting, preparing, evaluating and executing relevant programs towards continuous career development and culture initiatives in accordance to Bi-State Development’s (BSD) best practices and organizational strategic plan and goals.
Our goal is to improve the internal and external customer experience across BSD by creating an empowered and collaborative culture, placing the physical, mental and emotional safety of our team members and customers above all else. This will be done strategically and tactically through career development activities, curriculum/content design, and course tracking/measurement/reporting. This role includes consultation and implementation of interactive learning materials, utilizing multiple methods, to serve the learning and cultural needs of the organization.
They will also collaborates with outside consultants to effectively present training programs for executive officers and higher-level management.

Responsibilities

  • Conduct assessment, consultation and coaching for a variety of training and other developmental needs and interventions.
  • Orchestrate the design, development, implementation, evaluation, editing and facilitation of a variety of development initiatives, utilizing multiple learning methods appropriate for adult learners to ensure a relevant and measurable transfer of knowledge.
  • Perform needs analysis to help identify and define present and future development needs.
  • Gathers information and prepare learning and development reports and analytics.
  • Confers with management, supervisors, and team members positively and professionally to gain knowledge of work situations requiring training and to better understand changes in policies, procedures, regulations, business initiatives and technologies to provide feedback and support.
  • Utilize process improvement techniques to develop, evaluate, propose and implement modifications to existing development initiatives and programs.
  • Distribute and review employee assessments and collaborate with high potential teammates to create and distribute individual development plans (IDP).
  • Collaborate with learning and development teammates to develop procedures & content regarding team and cultural development initiatives; also support them as a back-up.
  • Demonstrate high level of confidentiality.
  • Performs other related duties as required.
  • Regular and reliable attendance in the office is required.

Experience
  • Ability to consult, coach, design and implement development initiatives.

  • Ability to perform needs assessments, analyze, coach and support needs interventions.
  • Excellent verbal and written communication skills.
  • Experience with web conferencing tools.
  • Proficient with Microsoft Office Suite and related program software.
  • E-learning/Video course development using common authoring tools preferred.
  • Experience with a Learning Management System is preferred.
  • Experience with graphic design elements appropriate for online instruction preferred.
Certificates, Licenses, Registrations
CPLP, SPHR/SHRM-SCP, or other Human Resources/Training certifications preferred

Education

Experience

Degree: Bachelor’s degree (or) 7+ years of equivalent experience in Talent Development, Instructional Design, Organizational Development or a related field.
