JOB DESCRIPTION

Salary Classification: County Administrator

Reports To: Board of Coös County Commissioners

FLSA: Exempt (Salaried Based on 40 Hours/Week - Minimum)

POSITION SUMMARY:

As Coös County’s Chief Executive Officer, the County Administrator directs and coordinates administration of county government in Coös County under the direction of the Coös County Board of Commissioners. The position is responsible for the management of all affairs of the County and for the coordination of activities and operations of the various county departments. The County Administrator has overall responsibility for financial management, personnel management and development, and information technology management.
Responsible for the overall preparation of the annual budget and monitors revenues and expenditures.
Provides information on a variety of subjects for County Commissioners as the need arises. The County
Administrator represents the commission at meetings; with state legislators and state agencies; and in obtaining and administering grants. Develops short and long term plans and projects in accordance with the guidelines established by the commission.

ESSENTIAL JOB FUNCTIONS:

1. Financial

  • Provides oversight in the preparation of the annual Coös County budget;
  • Presents the annual budget;
  • Responsible for the preparation and accuracy of accounting and financial statements;
  • Administers grants received annually, including providing required reporting; and
  • Authorizes all purchases of equipment exceeding $1,000.

2. Human Resources Director for Coös County

  • Exercises direct supervision over management, supervisory and clerical staff;
  • Represents management in negotiating collective bargaining agreements with unions representing Coös County employees;
  • Administers the Coös County employee policies and procedures;
  • Recommends revisions to personnel policies and procedures as the need arises;
  • Recommends benefit changes to the Board of Commissioners; and
  • Guides management team members in the implementation of policies and guidelines relative to the selection, employment, supervision, suspension, discharge or removal of employees in accordance with County policies and state law.

3. Serves as Clerk to the Board of Commissioners

  • Prepares agendas, responsible for the preparation of accurate minutes of all Board of

Commissioner meetings and public hearings;

  • Implements Board actions and decisions;
  • Carries out Board directives and requests;
  • Writes Commissioners’ Annual Report to the Citizens of Coös County; and
  • Writes letters for the Board.

4. Serves in an Administrative Capacity to the County Delegation

  • Prepares agendas, responsible for the preparation of accurate minutes of all County Delegation meetings and public hearings.

5. Represents the County Commissioners in a variety of situations

  • Acts as Commissioners’ liaison to legal counsel on employment or other legal matters;
  • Makes budget presentation at annual public hearing on county budget;
  • Makes presentations at conferences, commissioner meetings, delegation meetings and civic organizations;
  • Communicates with the public and the media;
  • Serves on the NH Association of Counties Executive Committee and its subcommittees.
  • Serves on the Coös County Broadband Committee
  • Attends other professional meetings as required
  • Responds to comments, complaints, and requests from state agencies, elected officials, department heads, public, press, etc.
  • Communicates with state legislators regarding matters of interest to Coös County;
  • Represents the County’s interest in issues involving state and federal agencies;
  • Performs a variety of administrative tasks, including but not limited to, assuring that county policies and procedures are followed; writing or revising policies to improve effectiveness and efficiency; conducting research for lawsuits, financial matters, commissioner inquiries;
  • Prepares motions, resolutions, contracts, and agreements for the county; and
  • Provides information to commissioners regarding laws and ordinances as they pertain to a variety of matters.

6. Unincorporated Places Administrator

  • Administrator of Coös County’s 23 Unincorporated Places
  • Ensures that Coös County complies with all state statutes relative to unincorporated places and the activities in these places
  • Prepares and executes all contracts with abutting municipalities or individuals for emergency services, police services, fire department services, solid waste disposal, education, student transportation
  • Responsible for the preparation of individual annual budgets for each place, financial statements, annual audit materials
  • Recommends distribution of National Forest Reserve Funds and federal Payment in Lieu of

Taxes

  • Supervises the work of personnel who perform administrative duties for the unincorporated places including property assessment and evaluation; tax map maintenance, 911 mapping, tax warrants, tax collection, and NH Department of Revenue Administration reporting requirements
  • Serves as Clerk of the Coös County Planning Board and reviews all zoning permit applications, prepares agendas, notices for publication or to abutters, and prepares minutes of meetings
  • Serves as Secretary of the Coös County Zoning Board of Adjustment reviews all applications, prepares agendas, notices for publication or to abutters, and prepares minutes of meetings
  • Serves as the Unincorporated Places representative on the North Country Council

Services Board

  • Prepares updates to Master Plan, Zoning Ordinances, Subdivision Regulations, and Site Plan

Review documents

  • Serves as the Deputy Tax Collector
  • Serves as Superintendent of Schools (SAU 98) and welfare officer.

7. Other Job Functions

  • Oversees Information Technology systems for all county functions
  • Maintains the County website
  • Responsible for the proper maintenance and upkeep of county buildings
  • Responsible for construction projects and contracts
  • Seeks revenue opportunities and coordinates and recommends applications for public and private grant funding
  • May serve on an interim basis as Superintendent of Corrections as needed; and
  • Responsible for succession planning for the appointed management positions in Coös County.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of principles of management and supervision;
  • Knowledge of the principles and practices of county financial administration and accounting including GAAP and GAAFR;
  • Knowledge of auditing principles, procedures, and application;
  • Knowledge of business English and business mathematics;
  • Knowledge of the operation of the New Hampshire State Legislature;
  • Knowledge of New Hampshire Revised Statues Annotated as they relate to counties, unincorporated places, employment, planning & zoning and other pertinent laws;
  • Ability to train departmental employees;
  • Ability to communicate clearly and effectively, both orally and in writing;
  • Ability to read and understand written instructions, directives, manuals, laws, and regulations;
  • Ability to provide guidance and supervision to upper management team members in order to facilitate the efficient operation of the county;
  • Ability to establish and maintain effective working relations with elected officials, employees, the public, and officials of state and federal governments;
  • Ability to analyze information, draw sound conclusions, and make informed business decisions;
  • Ability to plan and implement complex projects.

WORKING CONDITIONS:

Office environment, travel as necessary to represent Coös County’s interests before the legislature, state agencies or various departments of state or federal government, municipal governments, health care facilities, etc.

QUALIFICATIONS:

Bachelor’s degree in accounting, business or public administration or related field plus 5 years of experience in government accounting and finance, with at least 10 years of supervisory experience, or an equivalent combination of education and experience. Masters in Business Administration or Public Administration preferred. Licensure as Nursing Home Administrator is preferred.
