Duties

As a Supervisory Contract Specialist, GS-1102-13, you will perform first level supervisory duties over GS-12 Contract Specialists. Under the supervision of the Chief of the Contracting, performs contracting functions and is responsible for oversight of multiple or unique missions. The purpose is to serve as a Warranted Contracting Officer and to supervise personnel engaged in procuring various supplies, services, information technology, Architect-Engineering Services, and construction.

  • The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments. May be required to work overtime/outside normal duty hours.
  • Must be able to obtain and maintain a secret security clearance within 12 months of appointment.
  • Current on-board NG Title 5 Excepted Service Contracting Program, Series GS-1102, employees must complete the certification requirement for their positions within 24 months of appointment.
  • Those current on-board NG Title 5 Excepted Series GS- 1102 employees, who have not completed the training and certification requirements for their current positions, are NOT considered as qualified for promotion consideration.
  • Prior to appointment, an applicant must complete and clear drug test.
  • As a condition of continued employment in the position, employee must complete Level Three Certification within 24 months of appointment to the GS-1102-13 supervisory position.
  • Level 1, DAWIA Foundational Certification required for assignment.
  • The incumbent must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • May be required to work comptime or overtime to include hours outside of the normal duty schedule.
  • May be required to pass the Contracting Officer Review Board (CORB) and hold a warrant.

Qualifications

GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.


SPECIALIZED EXPERIENCE :
Must have one year of specialized contracting experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Must have experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. Must have Level 1, DAWIA Foundational Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below under Education section).
Prior to submitting the candidate/employee's validation and verification package to NG-J1-TN for continued personnel processing for official appointment, the candidate/employee must be interviewed by a Contracting Officer Review Board (CORB) and must pass the Board's contracting program scenario-based questions in regard to specialized experiences and competencies that will allow him/her to become a Warranted Contracting Officer in order to continue through the final personnel processing validation activities for official appointment as the GS-1102-13 Supervisory Contract Specialist.

Physical Demands:
The position requires visits to construction sites on a regular basis to check work progress,
inspect for compliance with contract provisions, evaluate claims pertaining to changed site
conditions, and resolve differences. Site visits require agility in walking around machines,
moving equipment, and construction in progress, and may involve bending and climbing.

Education

REQUIRED:
A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. There are no educational substitutions for experience.

AND

Must have Level 1, DAWIA Foundational Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below).

Certifications Issued by Federal (non-DoD) Organizations - Contracting certifications issued by Federal (non-DoD) organizations such as the Federal Acquisition Certification in Contracting (FAC-C) and certifications issued by the Department of Homeland Security, or the Coast Guard are not reciprocal with the Defense Acquisition Workforce Improvement Act (DAWIA) certification. However, the National Guard Bureau may consider these Federal, non-DoD certifications in exercising the fulfillment process toward meeting the certification requirements of Chapter 87 of Title 10, U.S.C. Completed DAU or equivalent coursework may be transferable and applied toward the functional or acquisition training standards for an acquisition workforce member's DAWIA contracting certification. Applicants that qualify for the position based upon their contracting experience in the 1102 series as an employee in a non-DoD position will be given thirty-six months to achieve Level 1 DAWIA Foundational certification. The HCA designated POC will assist the HRO in exercising the fulfillment process toward meeting the certification requirements of Chapter 87 of Title 10.
