Pathfinder Consultants is a Service-Disabled Veteran-Owned Small Business (SDVOSB) based in Washington, DC. Pathfinder is looking for a candidate to fill a Contract Specialist position on a contract supporting the Department of Veterans Affairs (VA) providing full life-cycle contract support services. The contract would be supporting the VA however this position is fully remote and can be performed anywhere in the US as long as the candidate is available during contract working hours.

Minimum Requirements:

• The Contract Specialist shall have a minimum of two (2) to six (6) years of experience in conducting full lifecycle acquisition support activities with a working knowledge of Federal Acquisition Regulations (FAR) as described below.

• Education: Bachelor's Degree with at least 24 semester hours among accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management OR a FAC-C or DAWIA Level I, Level II, or Level III in Contracting certificate may be acceptable in lieu of a degree.

Additional Required Knowledge and Skills:

In addition to the experience and educational requirements described, the Contract Specialist shall clearly possess the following knowledge and skills:

• Ability to communicate effectively, both orally and in writing
• Ability to conduct comprehensive research and analysis of technical and cost contracts
• Ability to read and interpret acquisition policy, and regulations

Responsibilities and Duties:

• The candidate shall provide professional acquisition support services and business aid to the customer and provide support in all aspects of pre-award and post-award functions (excluding negotiation), using a wide range of contracting methods and types.
• The following is a general description of the support services that the candidate will be required to provide during the life of the resulting task order.
• The candidate shall perform small commodities buys/purchases and closeouts, and assist with sole source contracts.
• The Contractor shall perform all acquisitions functions in accordance with the Federal Acquisition Regulations (FAR), Veterans Affairs Acquisition Regulation (VAAR), and all other applicable regulations and policies.
• The Contractor shall perform all pre-award procurement functions including, but not necessarily limited to, market research/analysis to determine availability of the requirement; preparing contractual documents such as solicitations, awards, and related documentation using the Electronic Contract Management System (eCMS); coordinating with requiring activities, industry, and other stakeholders; and completing contractual files.
• The Contractor shall perform most post-award procurement functions with the exception of (including ordering changes in contract performance or contract quantities, taking action based on evaluations of contractor performance, and accepting or rejecting contractor products or services).
