The Construction Observer assists the Construction/Project Manager with ensuring that construction contractors working on assigned projects comply with approved plans and specifications, building codes, safety rules and regulations set by federal, state and/or local law, or QK standards. The person in this role will also assist in ensuring quality completion of the project and that the finished project is aligned with the Agency’s approved plans and specifications. This person acts as the company’s eyes in the field. He/She is key to keeping the company and clients informed of the status of the project as well as any concerns or potential issues. The Construction Observer will be responsible for observing, documenting and reporting onsite progress and work completed for multi-disciplinary municipal, public works, private development, and/or transportation projects.
ESSENTIAL TASKS AND RESPONSIBILITIES OF A CONSTRUCTION OBSERVER
- Perform construction observation on project sites. On public and private projects observe construction of:
- Sewers, storm drains, waterlines, and joint trench utilities within the public rights-of-way
- Waterlines, trenches, concrete foundations, pumps, valves and piping, fire hydrants, manholes and drainage
inlets
- Roads (pavement, structural sections, excavations), curb & gutter, sidewalks, ADA ramps, signals, street
lighting, striping and signage, landscape and irrigation
- Calibrate or establish validity of calibration of inspection and measuring equipment
- Maintain project records, including daily observation reports, Time-and-Materials records, and as-built drawings
- Perform on-site measurement of installed bid-item quantities, including length, area and volume measurements, calculations and documentation
- Communicate and coordinate with project participants including project owners, operations staff, project managers, contractors, materials testing laboratories, outside agencies, and interact with the public
- Have basic knowledge of the assembly and coordination of construction documents
- Assist with Bid Document Review and assist project managers during bid solicitations
- Interpret and explain plans and contract terms to administrative staff, workers, and clients, representing the Owner or Agency
- Attend, as necessary, weekly progress/schedule meetings with Contractor on behalf of the agency
- Confer with supervisory personnel, Engineers, City staff, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems
- Working knowledge of civil construction principles/practices
- Proven critical thinking and decision-making abilities
- Ability to deal with others appropriately in an antagonistic situation
- Understanding of when to enlist the assistance of the Construction Manager, Branch Manager, client to reach ultimate goal for the project
- Ability to interpret standard drawings and specifications
- Basic understanding of construction techniques as they relate to civil engineering projects, particularly large public works and commercial projects required
- Coursework in construction management, civil or structural engineering with degree desired
- Minimum of two (2) year experience with commercial civil/structural inspection or commercial/municipal construction management
- One (1) year experience with water projects in districts, as a water operator, etc. preferred
- Experience working with civil engineering consulting company desired
