Position Summary

Construction Manager / Project Inspector, for Gloucester Point VA..
The Construction Manager/Project Inspector is charged with the implementation of a new construction Capital Project on the Gloucester Point campus at VIMS. Reporting to the Executive Director, Facilities Management, the Construction Manager / Project Inspector assumes project management responsibilities when assigned project manager is not available and as needed for small projects related to the active project that requires detailed expertise for management, rapid implementation and/or extreme customer coordination during execution. The position maintains daily communications with project managers related to construction activities, schedule impacts, and potential cost implications.
This is a restricted position that will extend through completion of the capital project contingent on available funds.

Additional duties include (but not limited to):
- Performs all systems, building envelope, and E&S/SW inspections on assigned projects for conformance with contract documents and approved shop drawings. Coordinates with site superintendents that all inspections are performed in a timely manner. Facilitates inspections with the DEB for code compliance in a timely manner.
- Reviews and recommends approval of monthly pay applications, within 2 days of receipt, to supporting project manager. Supports project manager with reviews of COP against contract documents. Ensures that all E&S and SW measures are in compliance. Participates in all building systems commissioning.
- Maintains detailed and accurate records of daily inspection reports for assigned project. Reports should include at a minimum inspections performed, deficiencies, job site resources, and relationship with installations against the construction project schedule. Provides bi-weekly status reports to supporting project managers.
- Reviews on a monthly basis that the site superintendents are maintaining complete and accurate as-built drawings in accordance with the technical standards. Maintains accurate and compliant reports for the Dept.’s E&S inspection program.
Required Qualifications
EDUCATION
/
LICENSE:
- Bachelor’s Degree in Architecture or Engineering or closely related degree, with or demonstrated experience in Project Inspections/Clerk of the Works.
- Valid Driver’s license.
COMPETENCIES:
- Comprehensive knowledge of Architectural/Engineering principles, construction management, building construction techniques, and contract administration.
- In-depth knowledge of the Virginia Uniform Statewide Building Code (VUSBC) and other codes, standards, incorporated by reference including the accessibility act (ADA) and the Virginia Safety and Occupational Health and Safety act (VOSHA) standards.
- Demonstrated skills and abilities to develop, inspect, and validate work schedules and cost estimates. Demonstrated ability to perform inspections of work in place ensuring conformance, quality, and code compliance.
- Strong project management skill with the ability to plan & prioritize work.
- Excellent interpersonal, oral and written communication skills with the proven ability to work effectively with a diverse constituency.
- Basic proficiency in computer applications particularly MS Office (Word, Excel, and Outlook), and web-based applications.
EXPERIENCE:
- Experience in planning, prioritizing, delegating and supervising technical or contracted work.
- Experience in reading, understanding, interpreting and enforcing construction documents.
- Progressive experience in the management and/or supervision of new construction and renovation projects.
Preferred Qualifications
CERTIFICATION
:
DHCD Inspection Certification relating to mechanical, plumbing and electrical systems.

COMPETENCIES:
- Knowledge of mechanical and electrical construction trades.
- Basic proficiency in computer applications, particularly CAD, BIM, and construction management software.
- Working knowledge and experience with the Commonwealth of Virginia Capital Outlay design and construction procedures as indicated in the Construction and Professional Services Manual (CPSM).
EXPERIENCE:
Progressive experience in project inspection/ Clerk of the Works responsibilities for major construction.

Advertised Pay Range
Up to $80,000, commensurate with experience.

- This position will be required to work beyond the typical work week to include nights, weekends and holidays , to meet the business needs.
- Must maintain a valid driver’s license during employment. Must comply with the University Vehicle Use Policy and complete the Drivers Authorization form through the office of Risk Management.
- This position has been designated as essential and may require reporting to work when the University is officially closed.
- Ability to stand for extended periods of time; lift and carry objects up to 50lbs; tolerate frequent bending, stooping, and climbing stairs.
- Personal protective equipment (PPE) will be required during specific work duties as determined by the department.
