SUMMARY

This position will assure partner agency-level compliance and program-level compliance with GCFB, Feeding America, USDA, ODJFS and other relevant guidelines, policies, best practices, and relevant Federal regulations. The Compliance Specialist will also assist the Compliance Manager as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is not all-inclusive and other duties may be assigned.

Contract and Government Compliance

  • Attend agency and program meetings to review policies and procedures and compliance related issues.
  • Attend site visits to partner agencies, partner programs, RDOs, and PDOs, using this as a positive opportunity to ensure compliance with our policies and applicable federal and state regulations, talk openly about issues and concerns, offer feedback and support.
  • Assist in maintaining current records/files of all partner agencies and programs as needed for FA and auditors.
  • Review Partner Agency Agreement and Release, various programmatic and agency handbooks, and other documentation against current requirements of Feeding America, USDA, ODJFS and industry best practices, update as needed.
  • Work with various departments on the creation and scheduling of annual compliance focused meetings with partner agencies.
  • Analyze all new contracts, including those related to hunger relief programming, (TEFAP, CACFP, CSFP, SFSP, etc.) for any changes that could affect agreements, contracts or overall partnership with our network of service.
  • Provide additional oversite in the development and execution of agency and program site visits. Assure that agency and program site visits are being conducted in accordance with contractual obligations.
  • Assure that agencies and programs are distributing product appropriately and within state and federal guidelines.
  • Communicate concerns to Compliance Manager, VP, Talent and Legal Affairs, Chief Programs Officer, VP of Client Services, Director of Agency Services, Director of Programs and Director of Community Health and Nutrition and assist in corrective action items as needed.
  • Responsible for reports relating to agency/program compliance.

Internal Audits

  • Assist in the development of and conduct routine internal audits related to agency/program compliance to ensure that the Food Bank is operating in accordance with our policies and government contracts and regulations.
  • Conduct appropriate compliance follow-up actions resulting from any findings during routine internal audits.
  • Present written finding(s) to the Compliance Manager, VP, Talent and Legal Affairs, Chief Programs Officer, VP of Client Services, Director of Programs, Director of Community Health and Nutrition, and VP & CFO.

Effectiveness of Processes and Internal Controls

  • Communicate through various channels with partner agencies and programs to keep them abreast of all current and/or changing guidelines and other pertinent compliance information
  • Field any concerns reported relating to partner agency distribution and follow-up as appropriate.
  • Conduct investigations and develop written corrective action plans for all major non-compliance matters with partners within our network of service.
  • Follow up with Agency Services and Programs to ensure partner agencies and programs implement recommendations to come into compliance.
  • Review partner poundage information, service data, and prepare written reports or other support documents on partners under suspicion of non-compliance or misuse of food.
  • Receive and complete follow-ups on all community or client complaints regarding agency members.

Other

  • Maintain required job knowledge and skills and core professional competencies.
  • Attend and participate in required educational programs and staff meetings.
  • Assist as backup for other administrative tasks in department as needed.
  • Perform other duties as assigned

Qualifications:

Bachelor's degree from four-year College or University. Two to four years of experience in contract administration, compliance or risk management; in lieu of degree, 6 years of contract administration, compliance or risk management. Prior experience in food banking and training is preferred. Experience presenting to audience online, or in person. Ability to analyze, monitor and report on performance data and meet deadlines. Previous experience in the nonprofit sector and working with diverse populations necessary. Unencumbered driver’s license required. Must be willing and able to travel (mostly local) for the organization. Must be able to exercise leadership in various internal and external relationships, including cultivation and networking. Must possess outstanding leadership abilities and communication skills to effectively work in a team environment of highly diverse people. Proven written and verbal communication skills. Must possess strong attention to detail. Proficiency in Windows based computer software, with an emphasis on spreadsheets, word processing and database management mandatory.

Physical Requirements and Environment:

The physical requirements for this position include: Ability to frequently remain in a stationary position. Occasional ability to move about inside the office to access file cabinets, office machinery, etc. Ability to operate a computer or other office productivity machinery constantly. Occasional ability to ascend/descend stairs to access work spaces. Occasional ability to position or move body to access filing cabinets or other work equipment. Ability to constantly exchange accurate information and communicate in person or via telephone with clients, partners, donors, coworkers and other members of the community. Must be able to constantly view a computer screen. Ability to move office equipment/supplies on seldom occasions. Ability to lift 10-25 lbs on a regular basis. Travel is occasionally required for this position. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.

Salary: $55,000 - $64,000 Base on Experience
