Transfer Candidates: Current DOH employee with permanent or contingent permanent status as a Community Health Program Manager 1, M-2; OR current New York State employee with one or more years of contingent-permanent or permanent competitive service in a title at or above Grade 25/M-1, and eligible for transfer under Section 52.6 or 70.4 of the Civil Service Law.

Provisional Candidates (Public Opportunity): Bachelor's degree and five years of professional public health experience* in a governmental public health agency or public health program** that receives funding from a public health governmental agency. Of the five years of required experience, two years must include supervision of professional staff and the following management responsibilities: program planning and implementation, AND program evaluation and monitoring, AND development and implementation of policies and procedures.

  • Professional experience must include designing or implementing a public health outreach, promotion, or disease prevention program, OR conducting disease surveillance or a disease control program.

**A public health program focuses primarily on the prevention of disease through outreach, and public health education or health promotion, including population-based plans of care, not just plans of care for individual patients, or the study of the prevalence or causes of disease through population-based studies.

Examples of non-qualifying experience include, but are not limited to: experience providing clinical care in therapeutic health care facilities including public hospitals, physician's offices, supervised community-based settings or home care settings; discharge planning or utilization review; developing treatment plans for patients in community settings; regulatory oversight of health care providers to determine compliance with laws, rules or regulations; reviewing appropriateness of services for insurance companies, Medicare, Medicaid, governmental agencies or other third-party payors; or other experience limited to fiscal administration, personnel, staff development, operations management or contract/grant management.

Preferred Qualifications:

The preferred candidate will have excellent communication, analytical, and organizational skills. They will have experience working in a large public nutrition program in a management capacity and knowledge of WIC Program regulations.

Duties Description

The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) is a federally funded nutrition program that provides nutritious foods, healthcare referrals, and breastfeeding support to eligible pregnant women, breastfeeding women, and children under the age of five. The NYS WIC Program is administered by the NYS Department of Health, Division of Nutrition. This position will provide leadership and direction to staff in the Bureau of Supplemental Food Programs (BSFP), Program Communication and Collaboration Section (PCCS). They will be responsible for developing, implementing, and monitoring nutrition policy; overseeing the breastfeeding peer counselor program; outreach; and program communication and education.

The Community Health Program Manager (CHPM) 1 will provide program planning and evaluation, coordination, and management of the unit activities. They will provide and manage staff in the provision of technical assistance to local health departments, community-based partnerships, contract and grant agencies, and other organizations. This position will direct and oversee outreach activities to ensure target populations are reached, including the management of a $10 million dollar outreach contract, and is responsible for the development and management of other outreach-related contracts.

The incumbent will coordinate the development of annual nutrition services plans; develop and implement policies and procedures, assuring compliance with all applicable laws and regulations, and communication with the appropriate stakeholders; analyze legislation, statutes, and regulations that affect programs; act as liaison to other DOH programs, local, State, and federal agencies, external organizations, healthcare facilities, and key stakeholders, and the public regarding program coordination and issues.
The CHPM1 will provide supervision, guidance, and oversight to subordinate staff including personnel actions related to recruitment, interviewing, hiring, staff development, and performance evaluations for approximately 21 staff.
