Position Focus:

Director of Clinical & Crisis Programs, Yale Behavioral Health

Seeking a Licensed Clinical Social Worker or Licensed Professional Counselor to manage a small outpatient clinic (Behavioral Health Services at Hamden), which provides mental health and addiction services, and to co-direct the South Central Crisis Service, which offers telephonic and mobile crisis response. Based in the Yale Department of Psychiatry, the position offers very competitive wages and benefits. Responsibilities include clinical and administrative leadership, program planning and management, staff supervision and development, quality assurance and compliance, and managing relationships with other organizations. The person in this role will receive strong supervision and support to ensure their professional growth and success in the position.

Shared Programmatic Responsibilities for Behavioral Health Services at Hamden and the South Central Crisis Service:
1. Provides clinical and administrative leadership, direction and mentoring for staff. 2. Provides vision for program development by identifying trends and opportunities. 3. Represents programs to other organizations, negotiates and maintains partnerships. 4. Encourages, monitors and evaluates staff job performance, including setting yearly performance goals, providing on-going feedback and providing face-to-face performance evaluation to direct reports. 5. Provides appropriate staff development and training opportunities to staff to ensure a high level of technical skills and knowledge of mental health and substance abuse issues. 6. Visible spokesperson for both programs at the local and state levels. 7. Complete annual report and QAI reports.

Clinical Director: South Central Crisis Services Core Responsibilities:
1. Ensure local, state and national standards of care are met in relation to telephonic and mobile crisis services. 2. Maintain and update policies and procedures. 3. Design, implement and maintain processes to collect and monitor performance outcome measures as set forth by the Department of Mental Health and Addiction Services (primary funder). 4. Manage a comprehensive Performance Improvement Program. 5. Provide clinical and administrative on-call backup for the crisis service. This includes an emphasis on individuals who are suicidal, homicidal and/or gravely disabled. 6. Provide direct supervision of the clinical coordinator of the SCCS. 7. Interview, recommend for hire, train and direct behavioral health clinicians, coordinators and peer support staff. 8. Manage the interface with provider agencies served by the Crisis Service, review performance, identify problems or issues, and, as necessary, modify procedures. 9. Work in conjunction with contracted agencies to ensure accuracy of data and appropriate follow-up as necessary.

Director: Behavioral Health Services at Hamden-Core Responsibilities: 1. Plan, initiate and maintain quality of care standards consistent with local, state and national standards. 2. Establish clinical practice policies. 3. Oversee and implement new programs and standards. 4. Establish and maintain productivity standards consistent with budgetary needs. 5. Establish clinical priorities through the implementation and maintenance of a comprehensive quality improvement program. 6. Responsible for the hiring and supervision of all staff. 7. Responsible for meeting all Department of Public Health licensure requirements, including mental health and substance abuse. 8. Maintain policy and procedure manual consistent with Department of Public Health and DMHAS requirements. 9. Ensure clinical and administrative benchmarks are met consistent with contract through the Department of Mental Health and Addiction Services (DMHAS).

The following Principal Responsibilities/ Essential Duties are generic in nature; the information contained in this Position Focus are most relevant to this position.

Required Education and Experience

1. Masters’ Degree in Social Work and 5 years of related experience or an equivalent combination of education and experience. 2. Must be licensed in clinical social work (LCSW) or as a Licensed Professional Counselor (LPC).

Required Skill/Ability 1:

Ability to effectively provide clinical and administrative leadership for outpatient and crisis services.

Required Skill/Ability 2:

Ability to ensure that local, state and national standards of care are met in relation to crisis services.

Required Skill/Ability 3:

Ability to ensure that standards of care are consistently met in an outpatient setting with individuals who have severe and persistent forms of mental illness and/or who have co-occurring disorders.

Required Skill/Ability 4:

Ability to ensure that regulatory and payer standards are met consistent with state department of public health, Medicaid, Medicare and other relevant stakeholders.

Required Skill/Ability 5:

Ability to provide supervision and professional development to independently licensed clinicians.

Preferred Education, Experience and Skills:

Experience with individuals who have severe and persistent forms of mental illness. Experience with individuals who have co-occurring disorders.
