Duties

As a Cartographer, your duties will include, but are not limited to, the following:

  • Conduct geographic mapping, natural resource mapping, and database development using cartographic design principles.
  • Develop technical materials for meetings and briefings which present information in a logical, understandable, and compelling way.
  • Assist in writing programs/scripts (e.g., Arcade, Python, SQL) to automate manual tasks.
  • Coordinate mapping activities associated with program effectiveness and accomplishment measures.
  • Operate geographic information system (GIS) hardware and software including computers and plotters to create maps and geospatial data.
  • Write programs/scripts (e.g., Visual Basic, Python, SQL) to automate manual tasks.
  • Develop technical materials for meetings and briefings that present information in a logical, understandable, and compelling way.
  • Design, develop and manage database systems in intuitive, readily accessible formats for the long-term maintenance, analysis and dissemination of natural resource or wildlife management-related data sets.
  • Develop and present presentations for conferences and meetings dealing with data management and geographic information system (GIS) related topics.
  • Train and instruct others in the use of GIS applications and basic GIS, GPS (Global Positioning System), and related technology.
  • Participate and coordinate as a member on a multi-disciplinary team to design and develop applications to support field data collection techniques and data management strategies for landscape scale inventory and monitoring.
  • Coordinate mapping activities associated with land management and land acquisition.
  • Develop standards and procedures for geographic information system (GIS) processes including quality control, data input, map registration, project plans, digitizing, map editing, data storage, and production output.
  • Collect, synthesize, analyze, and report complex technical data used in resource conservation.
  • Research and adapt databases and database technologies for inclusion in complex geographic information system application software.
  • Develop boundary maps (e.g., cadastral, overlapping jurisdictions, land/wildlife management areas) to inform and include in technical reports or analyses.

In order to qualify for this position, you must possess both the Basic Education Requirement and Minimum Qualification.

Basic Education Requirement

A. Degree: Cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites, OR
.
B. Combination of education and experience: courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

Minimum Qualification GS-11

A. One year of specialized experience equivalent to the GS-09 grade level performing the following: producing cadastral maps, charts, graphics, and statistical reports of boundaries, federal ownership status, and other pertinent cadastral and natural resource information for use; providing technical advice and assistance regarding all aspects of the GIS program by interpretation and implementation of policy directives and programs, and developing new maps which may require specialized consideration and illustration such as exhibits for legislation and court cases, OR

B. A Ph.D. or equivalent doctoral degree, 3 full years of progressively higher-level graduate education leading to such a degree or a LL.M in a related field, OR

C. An equivalent combination of specialized experience and graduate level education beyond the second year which together equals 100% of the requirements.

Minimum Qualification GS-12

One year of specialized experience equivalent to the GS-11 grade level performing the following: develops standards and procedures for Geographic Information System (GIS) processes including quality control, data input, map registration, project plans, digitizing, map editing, data storage, and production output; works and establishes collaborative relationships with other federal, state, and private organizations on GIS matters for the purpose of sharing information; develops and produces complex cadastral maps, charts, graphics, and statistical reports of boundaries, federal ownership status, and other pertinent cadastral and natural resource information for use by division professionals, managers, field specialists, and the general public; provides expert technical advice and assistance regarding all aspects of the GIS program by interpretation and implementation of policy directives and programs; develops new maps which may require specialized consideration and illustration such as exhibits for legislation and court cases.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants. The first hurdle will consist of applicants completing an occupational questionnaire related to the major duties and competencies of the position. The second hurdle will consist of applicant resumes being reviewed by a Subject Matter Expert (SME) panel for related position competencies against a pre-determined rating schedule. This process will determine the final rating of the applicant for possible referral to the hiring official for hiring consideration.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

PCS INFORMATION: Entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6.
