The San Francisco Municipal Transportation Agency (SFMTA) Technology section strives to be a premier provider of technical services enabling the SFMTA to be the premier transportation agency in the country. The System Integration for ITS (SIITS) Program Management Office (PMO) Team is integral part of the IT organization and supports the Agency in leading technology related projects and supporting IT team with operational enhancement efforts. SIITS PMO team includes Project Managers and Business Analysts who lead and support the Agency throughout project lifecycle and operational efficiency efforts.
APPOINTMENT TYPE: Temporary Exempt, Full Time appointment not to exceed three (3) years – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
Annual Salary: $136,162.00 - $171,288.00 annually

Under the direction of the SIITS Program Management Office (PMO) Director, this position is responsible for working as a member of a project team and performing business & system analytical tasks related to project management and project support. This position may perform a wide variety of tasks representative of all phases of project management for a software development or of the system development lifecycle (SDLC) for a software implementation. This includes various tasks such as; requirements definition/analysis, assistance with software configuration, data analysis and cleansing, data migration, system testing preparation and execution, technical documentation, requirement gathering, business process analysis and workflow mapping, fit-gap analysis, reports and presentation development. This position will require managing contracts, developing invoices, tracking payments and developing and reviewing reports for accurate reimbursement of contract related funds.
Examples of Important and Essential Duties:
- Supports complex IT projects and initiatives for the Cellular in Tunnel program, monitors project schedules and reports progress, updates project documentation, assists in end user training material development.
- Develops and reviews reports including technical and revenue reports.
- Responds to information requests, develops material for project communication plans.
- Maintains policy and procedure documentation.
- Participates in gathering and documenting requirements from business units.
- Works in a team environment and communicates effectively with team members and end-users.
- Performs fit-gap analysis to refine end-user requirements.
- Develops test scripts and works with the end users to test the applications to assure functionality and effectiveness in performing to desired specifications.
- Prepares PowerPoint presentations and Excel spreadsheets regarding analysis to share information with other team members or end-users.
- Provides end-user support during software implementation.
- Attends meetings and takes meeting minutes as required.
- Performs related duties as assigned.
MINIMUM QUALIFICATIONS:
1. An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; AND
2. Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
DESIRABLE QUALIFICATIONS: Additional skill requirement beyond MQ. Can be used as criteria to score applicants for interview selection.
- Familiarity with transportation-related business practices.
- Experience with developing and reviewing revenue reports and tracking payments
- Experience using MS Project, PowerBI, Microsoft Excel, Word, PowerPoint, Teams, and SharePoint.
- Experience with documenting software/business solutions in Visio or other diagraming tools.
- Experience working with an end user community developing business process workflow for current and future-state processes.
- Experience identifying and documenting user requirements.
- Experience in developing and executing software test plans and scripts.
- Ability to identify and sequence work tasks for inclusion in a project plan.
- Excellent quantitative, analytical and critical thinking skills.
- Exceptional interpersonal skills and the ability to work well in teams and follow a plan.
- Ability to write for a variety of audiences.
