JOB SUMMARY: Responsible for the supervision of building maintenance and custodial crews in the upkeep and maintenance of County facilities and grounds. Ensures that workers utilize proper safety equipment and perform their duties in a safe manner.

ESSENTIAL JOB FUNCTIONS:

  • Inspects the County buildings and grounds for air conditioning, heating, electrical, plumbing, structural, and custodial maintenance, and repair needs.
  • Assesses staffing, material, and equipment requirements for each job.
  • Assigns building maintenance or custodial duties to staff.
  • Ensures that proper procedures are followed in the repair and maintenance of building structures, air conditioning, heating, plumbing, and electrical systems, grounds maintenance, and custodial care of the building.
  • Purchases all parts used in the daily repair and maintenance of equipment and cleaning supplies needed for the cleaning of County buildings.
  • Maintains the inventory of tools and equipment within the department.
  • Provides assistance with the repair of electrical systems within County facilities; repairs light fixtures and breakers, re-wires electrical systems, etc.
  • Assists with the repair of air conditioning and heating units by replacing fans and filters, lubricating motors, and adding coolant.
  • Assists with the repair of plumbing systems by replacement of parts, unstopping pipes, drains, etc.
  • Maintains the security of buildings; supervises the staff of Security Guards.
  • Oversees the maintenance of the parking lot by ensuring the monitoring of compliance with parking regulations, maintenance of the electronic gate system, and contracting tow services for illegally parked cars.
  • Ensures meeting rooms are set up as requested.
  • Oversees construction as needed in the building of walls, hanging sheetrock, building cabinets, etc.
  • Maintains records of hours worked, vacation, sick leave, and compensatory time.
  • Supervises the changing of light bulbs and fluorescent tubes.
  • Assigns crews to sweep, vacuum, mop, dust, shampoo, steam clean, wax, polish, and buff floors, carpet, furniture, etc.
  • Oversees the cleaning and sanitizing of restrooms and replenishing of supplies; supervises the cleaning of fixtures and light fixtures, drinking fountains, mirrors, tables, walls, etc.
  • Ensures the washing of windows, walls, metal, and woodwork.
  • Reviews job applications, interviews applicants, and hires new employees to fill vacancies.

SECONDARY DUTIES AND RESPONSIBILITIES:

  • Performs other related duties as required.

PERSONNEL SUPERVISED: Provides supervision to a building maintenance staff of six to eight including Building Maintenance Mechanics I, Building Maintenance Mechanics II, Security Guards, and Custodial Workers.

WORKING CONDITIONS: Duties may be performed indoors or outdoors in County maintained areas. Performs work with or near moving or mechanical and electrical parts and wiring.

MINIMUM QUALIFICATIONS:

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

    • Considerable knowledge of air conditioning and heating unit repair, maintenance, and installation.
    • Considerable knowledge of building maintenance and custodial requirements and techniques.
    • Considerable knowledge of safety procedures involved in building maintenance.
    • Considerable knowledge of electrical principles, practices, and codes.
    • Considerable knowledge of plumbing system installation and maintenance and related codes.
    • Ability to assemble and disassemble parts.
    • Ability to work on a flexible work schedule.
    • Ability to supervise a building maintenance/custodial staff.
    • Skill in the use of plumbing and electrical tools and equipment.
    • Skill in the use of welding equipment.
    • Skill in the use of mechanical tools.
    • Skill in the use of custodial tools including vacuums, buffers, shampoo, and steam cleaners.

PHYSICAL REQUIREMENTS:

    • Ability to climb ladders.
    • Ability to lift and carry up to 50 pounds.
    • Ability to negotiate cramped spaces.
    • Digital dexterity is necessary for equipment operation and tool usage.
    • Visual acuity is needed for building inspection and equipment and tool usage.
    • Ability to effectively communicate orally.

EDUCATION AND EXPERIENCE:

Completion of high school or GED equivalency including vocational training in electrical, plumbing, and heating and air conditioning areas; considerable work experience in building maintenance including installation and repair of electrical, plumbing, air conditioning, and heating systems, or custodial maintenance; or any equivalent combination of experience and training which provides the required skills, knowledge and abilities.


  • Employment is contingent upon the successful completion of a criminal background check, traffic offense check, sexual offender check, and a pre-employment job-related physical.

  • Must possess or be able to immediately obtain a valid Arkansas Driver's License.
