This position coordinates processes for individuals discharging out of state hospitals and treatment centers who need housing and other recovery support services. This individual works with internal HCA staff, state hospitals, HARPS teams, and other external partners to manage these systems, collect data related to their effectiveness, and provide technical training. The ideal candidate will be a strong relationship builder and trainer with experience in one of the behavioral health organizations with whom they will collaborate, such as managed care organizations (MCOs) or state hospitals.

About the position:
The Behavioral Health Discharge Analyst is part of the Recovery in Communities Team (RCT) in the Office of Behavioral Health Programs and Recovery Support Services (RSS) section within DBHR, reporting to the RCT Supervisor. This position acts as the subject matter expert related to development, planning, implementation, process improvement, and project management of activities related to stable transitions from behavioral health facilities. The position holds a lead role in the development and oversight of performance measures, accountability structures, and new initiatives that improve transitions into safe and stable living situations. This position leads the strategic planning and project management processes and provides analyst and reports on federal, state, and local policies related to this work.
This position is eligible to telework but is frequently required to report on-site to meet business needs.

Duties


Some of what you will do:
Conduct cross-sector research, analysis, and strategic policy development for release of vulnerable adult population into community setting.


  • Provide research, analysis, and strategic planning to develop policy and services related to statewide discharge practices, ensuring alignment with broader social determinants of health needs.
  • Conduct research and provide analysis on key policies and rules and the state and federal levels impacting discharge practices, initiatives, ancillary support services, subsidies, and other physical resources.
  • Develop recommendations and implementation plans to meet short-term goals, objectives, and long-term strategies for alignment and coordination of discharge practices, data collection, and success indicators and measures.
  • Provide leadership in the development and monitoring of processes and performance accountability, data analysis, research, and reporting.
  • Review state and federal legislation with potential impacts on behavioral health, and track and catalog highly complex policy and program issues and concerns related to hospitals, behavioral health facilities, and cross systems linkages.
  • Work across the agency in partnership with the health care community to develop and oversee programs that enhance eligible enrollees’ ability to access appropriate, high-quality healthcare.
  • Research and provide guidance around federal and state regulation; produce executive-level reports on high complex issues, including homelessness crisis response, and provide recommendations to support decision making division and executive leadership.
Project management, implementation monitoring, and continuous improvement activities
  • Serve as lead project manager proviso on short-term bridge funding, housing stabilization teams, and related policies and procedures.
  • Provide training and technical assistance to stakeholders on key policies, new initiatives, and use of funding from current and future provisos related to discharge practices and safe and stable transitions from state funded systems of care.
  • Manage multiple projects and assignments concurrently with a considerable degree of self-directed initiative. Coordinate completion of reports on progress of performance measures, data compilation and analysis, and the development of content.
  • Develop process improvement strategies and solutions for behavioral health transitions.
  • Lead projects that support the implementation of health care policy that promote and improve quality, access, cost-effectiveness, and increase provider accountability for health care services received by Medicaid enrollees. Projects can include cross-systems eligibility mapping, identifying gaps, and program design and service integration.
  • Lead in the development and monitoring of performance accountability, data analysis, research, and reporting in conjunction with other sections that support the behavioral health transitions and its integration and alignment with other HCA and DBHR health care and recovery support initiatives.
  • Evaluate the impact of cross-sector policies, initiatives, and activities, and provide recommendations for continuing improvement.
  • Develop reports, presentations, and briefs disseminating information to stakeholders and section/division/agency leadership.
Lead and manage stakeholder engagement and communication activities.
  • Lead and facilitate internal and external, cross-system, state and stakeholder workgroups focused on topics related to safe and stable transitions, including hospital and other behavioral health facilities.
  • Leverage section and agency resources through clear and effective communication on ancillary programs such as Housing and Recovery through Peer Services (HARPS), Peer Bridgers, and other program and subsidy related work.
  • Develop presentation materials, PowerPoints, newsletter content, and reports for a variety of audiences at the national, state, and local level, including key stakeholders, legislative members, and executive leadership.

Qualifications


Required qualifications:

Candidates will meet minimum qualifications if they demonstrate all of the following criteria:

  • Bachelor’s degree in public health, health care administration, public or business administration, or allied field
  • Four years’ demonstrated experience in the following areas:
    • Housing/Behavioral health support settings
    • Analyzing policies, laws, rules, or regulations
    • Conducting business analysis and developing requirements
    • Leading business projects
    • Managing business operations
    • Business policy development
  • Two years of experience working in quality assurance and process improvement methodologies such as Lean or project management experience

Note : Additional qualifying experience may substitute year-for-year for required education.

Preferred qualifications:
  • Knowledge of or experience with discharge practices from behavioral health settings and or housing supports.
  • Knowledge of or experience with recovery support programs and/or evidence-based practices of supportive housing.
  • Experience with continuous quality improvement approaches and change management techniques and practices.
  • Data analysis and interpretation.
  • Policy research and analysis.
  • Lean Six Sigma Green Belt Certification or equivalent.
  • Project Management Certification.
