Assistant Director of IT Job at Metropolitan St. Louis Sewer District
The Assistant Director of Information Technology directs and supervises a staff of IT professionals and assists the Director in the management of IT functions, security and systems operations.
Essential Functions: Provides leadership and direction in the management and operation of information technology and services across the District. Advises and assists in the development and implementation of integrated, strategic IT plans and policies as part of the District's strategic planning process; Works with District staff and contributes to the development, maintenance and security of the enterprise systems architecture; Provides direction in the day-to-day operation of the District's technology infrastructure and business application systems; Responsible for the administrative planning, organization and supervision of large, District-wide IT related projects; Reviews current IT systems and methods to ensure compliance with policies and procedures; Provides oversight in the selection, acquisition, development, and installation of new IT systems or the installation of changes to existing IT systems; Ensures that the IT Department delivers quality service to District users and other stakeholders in accordance with service level objectives; Prepares, monitors and manages the Department's IT budget to assure efficient use of District funds; Establishes and maintains communication and solid working relationships with District employees and other stakeholders; Assures that the District's information technology records are securely and properly maintained per Information governance standards; Stays current with industry, technology and cybersecurity trends. Identifies opportunities to continually improves District business processes through technology; Understands the District's industry, its relationships with federal, state and local governmental bodies as well as the stakeholders' expectations for District performance.
Additional Responsibilities:
Performs related work as required or as delegated by the Director of Information Technology.
Training and Experience: Requires a bachelor's degree in Computer Science, Business Administration or related field from an accredited university or college. A master's degree or other evidence of substantial business knowledge is desirable. At least eight years of progressive experience in a direct management capacity over IT technical operations (network, server, storage, cloud), application development, infrastructure design and business systems staff. Must have experience in infrastructure project management and lifecycle management. Experience should include substantial exposure to both in-house and shared or outsourced systems, multiple computing platforms, as well as integrated information and communications systems.
Desirable Knowledge, Skills, and Abilities: Skilled in leading, motivating and communicating with a work group of at least 15 employees; demonstrated ability to achieve excellent performance through planning, directing the work of others and implementing KPIs; solid skill in maintaining effective working relationships with District personnel, consultants, contractors as well as the general public; in- depth knowledge of: business principles and techniques of organization including strategic and operational planning, personnel administration, financial and cost analysis; IT methods and procedures, as well as computing platforms and business applications. Experienced in the system development lifecycle process, including feasibility studies, requirements analysis, software design, testing, installation, evaluation and operational management; Proven skills in: written and verbal communication; vendor and contract negotiations, budget preparation and monitoring; employee management and leadership of diverse teams. Demonstrated ability to: relate to all levels of the user community; operate as a team player in motivating and educating other team members; establish and manage priorities; display sound judgment, resourcefulness, initiative and tact.
Must possess a valid driver's license issued by the state in which employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and
Alcohol Testing Regulations.
