Assistant Director for Administrative Services Job at Wrentham Developmental Center
The Department of Developmental Services (DDS) is seeking a motivated and experienced person for the position of Assistant Director for Administrative Services at the Wrentham Developmental Center located in Wrentham, MA. This is a Title 19-certified, and Intermediate Care Facility within the Massachusetts Department of Developmental Services. The Assistant Facility Director works closely with the Facility Director and has the overall responsibility for directing the Administrative and Support Services for the Facility. The Facility offers work programs, day programs, and residential supports to the service-eligible individuals with intellectual challenges who live at the Wrentham Developmental Center.
Job Responsibilities:(The duties and responsibilities stated are general summary and not all inclusive.)
- Demonstrate sound leadership skills and an ability to work independently and make decisions directly and indirectly regarding management and supervision.
- Serves on the facility’s senior management team reporting to the Facility Director and working closely with other members of the team to guide and oversee both immediate and future operations. Promotes the financial planning process for both near-term and long-term strategic initiatives to ensure sustainability with the goal being to meet the facility’s needs.
- Partners closely with the leadership team to provide financial discipline and integrity to support achievement of the strategic plan and financial goals including capital planning, operations management and maximizing productivity.
- In conjunction with the Facility Director, prepare financial and management reports and prepare and administer the facility’s annual operation and capital budget.
- Plan and coordinate functions and activities of assigned departments. Responsibilities include managing and supervising a large unionized workforce, evaluating performance and initiating or recommending personnel actions and maintaining good employee relations with department staff. Additionally, the Assistant Facility Director will be expected to perform other duties assigned by the Facility Director.
- To plan, direct, coordinate, review and monitor all financially related policies and procedures to ensure the proper utilization and internal controls of the facility are being met.
- Supervises administrative support services through the supervision of and collaboration with the Directors of Operations, Power Plant, Transportation, Campus Police, Consumer Funds, Learning and Development, Adaptive Clothing Design and Laundry Services, Inventory Control and the Storeroom, Food Services and Housekeeping Services.
- Responsible for “Executive on Call” coverage every three weeks and in the absence of the Facility Director assist with the assumption of responsibilities as requested.
- Develops policies and procedures or recommends policy changes/updates to ensure professional and comprehensive clinical service delivery is maintained by the department.
Preferred Qualifications:
- Strong Knowledge of, and experience working within, a Title-19 certified, Intermediate Care Facility.
- Managerial / Supervisory experience in the provision of 24-hour, 7-day/week services to an intellectually challenged population.
- Experience supervising and managing within a large unionized workforce including completing written, employee performance evaluations and taking corrective personnel action, when necessary.
- Formal experience in Ability to manage multiple, high-priority objectives and issues, concurrently.
- Ability to work, harmoniously, as a member of an integrated management team.
- Strong verbal and written communication skills and time management and scheduling abilities.
- Knowledge of DDS regulations, policies, and practices.
- Knowledge of and experience in using Outlook, Word, Excel, Meditech, etc.
- Knowledge of and experience in using the DDS (electronic) budget system, the Integrated Management, Procurement, and Contracting Tool (IMPACT.)
- Experience in completing, analyzing, and/or maintaining accurate and detailed records, reports, and projects.
- Experience putting contracts out to bid and with the Request for Proposal and Request for Response (RFP/RFR) process.
- Knowledge of and experience working within State budgetary operations, and experience in successfully implementing budgetary controls.
- Knowledge of and experience working within the Massachusetts Management Accounting and Reporting System (MMARS) and Home and Community Services Information System (HCSIS) programs.
Agency Requirements:
- Must be at least eighteen (18) years of age.
- Must possess current and valid Class D Motor Vehicle Operator's License.
Schedule Information:
Full-time – 40-hour weekly position
Schedule – Monday through Friday from 8:45 a.m. – 5:00 p.m.
Days off – Sunday and Saturday
