Main Purpose of Job
POSITION DUTIES
The position assists with investigating and adjudicating formal internal/external complaints with SPP Title 5, Code of Maryland Regulations (COMAR), State Government Article Title 20, Title VII of the Civil Rights Act of 1964, and other applicable federal and state statutes, regulations and policies governing equal opportunity and access in employment. In addition, on behalf of the Department and in conjunction with legal counsel responds to complaints and information requests from the Maryland Commission on Civil Rights (MCCR) and the U. S. Equal Employment Opportunity Commission (EEOC).
The position assists with the investigation of complaints of discrimination by thoroughly interviewing complainants, respondents, and witnesses to assist with preparing relevant documentation for investigation by reviewing and evaluating the facts of the complaint; and explaining applicable laws and regulations to advise all parties of their rights, legal requirements and responsibilities - daily basis.
Provide outreach and one-on-one engagement with the MDSP community to ensure equitable and inclusive communication for both sworn and civilian staff.
The position is responsible for investigative reporting, researching and fact-finding, and drafting comprehensive position statements based on the Elements of Proof.
Manages OEI Case Ledger and exercises judgement in the release of sensitive information, which includes discrimination, harassment, and medical history.
Performs other duties as assigned by the OEI Director and Deputy Director for the betterment of the Department.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Have basic knowledge of the EEO process.
2. Have experience exercising discretion when handling confidential and sensitive information.
3. Have experience in writing technical reports and/or position statements.
4. Have experience in investigative technical and/or research experience.
5. Have conflict resolution experience and interview skills.
