General Description

The Orange County Solid Waste Management Department has an opening for an Administrative Support I. This is a 30-hour a week benefited position. An employee of this class is responsible for providing administrative support for financial functions in the Solid Waste Department. Work includes reconciling invoices for payment, collecting and filing confidential information related to applicants for recycling service and cart rentals, revising forms and statements, composing correspondence, archiving records and documents, and monitoring accounts for compliance with contracts.

Work is performed under the general supervision of the Business Officer II with some leeway for independent judgment within the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work and in making decisions. This position does not supervise staff. Does related work as required.

Processes, reconciles and monitors purchase card purchases and requisitions, accounts payables and receivables, ensures expenses and revenues are coded to the proper budget line item and that expenses are within budget; keys invoices and revenues into Munis.

Creates and maintains up-to-date customer recycling service accounts; ensures account holders are eligible for service based on credit check and maintains confidential records.

Processes billing by creating customer statements/invoices, mailing to customers and ensuring amounts due are accurate against customer accounts.

Reconciles customer payments for recycling service and applies to the appropriate account; determines any late fees due and non-payment and works with customers to collect past-due amounts and/or to set up payment plans.

Prepares letters for collection and submits notification to the County Attorney’s office on all 60-day past due accounts; prepares and maintains reports related to collections.

Processes daily revenues in Wasteworks management system and prepares bank deposits; documents on a log sheet and maintains for record keeping.

Analyzes and compiles statistical data for reporting to the State and to facilitate management and budget planning; prepares statistical reports on tonnage and vehicles.

Recommends and implements operational processes for efficiency in areas of responsibility.

Makes arrangements for staff to attend conferences including travel and hotel accommodations; ensures payment requisitions are approved.

Maintains files and records.

Performs administrative duties including data entry, accounts payables/ receivables, purchase order requests, service contracts and invoice billing.

Provides clerical assistance (i.e. faxing, copying, mailing, filing and scanning).

Assists with projects, as needed.

Assists with budget entry and maintenance of petty cash.

Adheres to the department’s safety rules and regulations.

Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.

Typical Qualifications

FULL PERFORMANCE OF KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of basic accounting, budgeting and bookkeeping practices and techniques.

Thorough knowledge of relevant state and local laws and ordinances covering governmental accounting and budgeting practices, statistical analysis and agency funding and department operations.

Good knowledge of database software used.

Skill in public and interpersonal relations, and the ability to effectively communicate both orally and in writing.

Skill in providing excellent customer service.

Skill in data entry and the ability to prepare and interpret financial and data reports.

Skill in establishing priorities and organizing work among various divisions, and the ability to multi-task with frequent interruptions.

Strong clerical skills (i.e. filing, typing and providing assistance to the general public and staff).

Ability to demonstrate sound judgment, integrity, resourcefulness, accuracy, thoroughness and the physical condition commensurate with the demands of the position, while maintaining an ethical standard of care.

Ability to perform detailed accounting and financial functions adhering to internal control policies and procedures within established time-frames; ability to perform mathematical and budget calculations.

Ability to retrieve, analyze and compile information from databases, perform research and prepare reports.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with an Associate’s Degree in Accounting, Finance, Business Administration or related field of study and two (2) years of work experience performing accounting/bookkeeping including accounts payable/receivable administration and providing customer service and clerical functions; OR

Graduation from High School or General Educational Development (GED) test equivalency AND four (4) years of work experience performing accounting/ bookkeeping including accounts payable/receivable administration and providing customer service and clerical functions.

A higher degree does not substitute for work experience.

SPECIAL REQUIREMENTS
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS
Must be able to physically perform the basic life operational support functions of standing, sitting, walking, bending, stooping, kneeling, lifting, carrying, typing, grasping, reaching, talking, hearing, handling and repetitive motions of the hands/wrists.

Must be able to perform light work exerting up to 10 pounds of force occasionally or frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or move objects.

Must possess the visual acuity to perform extensive reading, prepare and analyze data and figures, perform accounting and operate a computer terminal.
