POSITION DUTIES

The Mental Health Coordinator (Coordinator) provides support to the Governor’s Office of Crime Prevention, Youth, and Victim Services (the Office) with the implementation of the Center of Excellence (COE). Within the Office, the COE will consist of the Crisis Intervention Team Center of Excellence (CITCE) and the Maryland Behavioral Health and Public Safety Center of Excellence (BHPS-COE). The Coordinator will collaborate and work within a team that includes a Law Enforcement Coordinator, Policy & Advocacy Coordinator, Data Analyst, and members of the Office’s Criminal Justice Programs. The COE team will work closely with the Crisis Intervention Teams, Behavioral Health Authorities, Public Safety, and other agencies throughout the state involved in the implementation of Senate Bill 305 (2020) and Senate Bill 857 (2021). Must have excellent communication skills, both written and verbal.



Technical Support.
The candidate should be familiar with Senate Bill 305 (2020) and Senate Bill 857 (2021). Assist the COE to provide technical support to local governments, law enforcement, public safety agencies, behavioral health agencies, and crisis service providers to develop and implement a crisis intervention model program. Monitor statewide progress.

Strategic Planning. Assist the COE, and its stakeholders, to help each jurisdiction in developing a community health and public safety plan. Lead efforts in the development of the COE’s multi-year strategic plan that focuses on increasing treatment and reducing the detention of individuals with behavioral health disorders. -Aid local jurisdictions in the state to develop a 2-year community health and public safety plan; and -Assist in the development of a strategic plan to increase treatment and reduce the detention of individuals with behavioral health disorders in the criminal justice system.

Reporting Requirements.
Assist in the completion of required reports to the Governor’s Office and General Assembly as required.

Training.
Understand the Sequential Intercept Model (SIM) to facilitate planning workshops, summits, and SIM train-the trainer meetings.

Stakeholder Engagement and Coordination.
Regularly engage stakeholders, both virtually and in-person, in the strategic planning efforts related to the COE.

Grants and Funding.
Identify funding opportunities for stakeholders and the COE.

Meetings.
Represent the Office and Administration on committees, councils, workgroups, conferences, and other events as needed.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have the Following:

A degree in criminal justice, the social sciences or related field.


Experience working with various levels of local, state, and federal agencies in a mental/behavioral health or human service-related field.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.

As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave will be granted to a contractual employee who works more than 12 hours per week. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
