VCS is an independent service in the Veterans Health Administration (VHA) that is Veteran facing, providing reasonably priced goods and services for the comfort and well-being of America’s Veterans.
The VCS Central Office, located at the Jefferson Barracks VA Medical Center in St. Louis, MO is conducting a recruitment search for Level I Accounting Technicians in our Finance Center.
In this role, you will report to the Supervisory Accountant and play a critical role in the operations of the Finance Center.
DUTIES:
Duties of this position include, but are not limited to:
- Technician verifies that documentation and information are submitted per existing VCS policies and procedures.
- Technician responds to inquiries from the canteen submitted in the call ticket portal and provides resolution. Follows up as needed until the open issues are resolved and invoices are paid.
- Technician maintains records on supporting documentation according to VCS file retention procedures.
- Technician routes invoices to management for input into the accounts payable system once approved by supervisors. Researches unmatched invoices and completes manual matches as needed. Resolves differences and determines the resolution using the correct reason code to ensure correct accounting and payment to the supplier.
- Technician prepares communication with assigned canteens regarding cash discrepancies and banking. Reviews documents to verify accounting data as necessary and enters it into the system.
- Technician escalates cash variances and unresolved over/shorts above set dollar tolerance to the Supervisory Accountant. Researches daily errors, resolves and/or processes adjustments or journal vouchers as needed.

QUALIFICATION REQUIREMENTS:
- Skilled in operating a calculator, a laptop, computer printers, landline phone and facsimile machines is necessary in accomplishing the duties of the position.
- Skilled in performing essential functions in Microsoft Excel, Word, Teams, and Outlook. Ability to use the various SharePoint modules that are used within the Finance Center.
- Knowledge of automated accounting systems or suites and the technical ability to decipher and to determine when use the various modules for those systems. The ability to process transactions and corrections in those systems.
- Knowledge of the accounting applications to include General Ledger, Accounts Receivable, Accounts Payable, Enterprise Resource Planning (ERP) systems specifically those to support automated sales and receiving, and retail management systems.
- Possess knowledge of or ability to learn canteen structure and the accounting codes associated with that structure to process data loads.
- Knowledge of double entry accounting, ability to record journal entries to correct erroneously transactions, and the account reconciliation process.
- Possess knowledge of or ability to learn of the individual assigned vendors and their unique business practices in order to process credits, request invoices, verify prices and make timely payments to ensure service to canteens is not interrupted.
- Possess knowledge of or ability to learn agency polices and practices, internal controls and procedures for safeguarding assets.
Minimum Specialized Qualifying Requirements:
One (1) year of experience comparable to the duties of an Accounting Technician or the educational equivalent coursework in accounting/bookkeeping practices.

HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
HCP for purposes of the COVID-19 vaccination program refers to all paid and unpaid persons who work in or travel to VHA locations who have the potential for direct or indirect exposure to patients or infectious materials, including body substances (e.g., blood, tissue, and specific body fluids); contaminated medical supplies, devices, and equipment; contaminated environmental surfaces; or contaminated air. These HCP may include, but are not limited to, emergency medical service personnel, nurses, nursing assistants, physicians, technicians, therapists, phlebotomists, pharmacists, health professions trainees (HPTs), contractor personnel, and persons (e.g., clerical, dietary, environmental services, laundry, security, maintenance, engineering and facilities management, administrative, billing, and volunteer personnel) not directly involved in patient care but potentially exposed to infectious agents that can be transmitted from HCP and patients. HCP include all VA licensed and unlicensed, clinical and administrative, paid and without compensation, full- and part-time, intermittent, fee basis employees who are expected to perform any or all of their work at these locations. HCP also includes VHA personnel and contractor personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
