JOB SUMMARY:

Youth Care Professional (YCP) is responsible for providing direct care and supervision for youth arriving in to care. Services are provided to youth primarily between the ages of 13 and 17, residing in a 24-hour shelter setting funded by the Office of Refugee Resettlement (ORR). YCP is also responsible for facilitating a variety of services for youth including providing program orientation, safe transportation, intake services, and may be asked to assist in vocational, recreational, and structured leisure services.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  • Will serve as a member of the Specialized Intake Team and assist in assessing and addressing each child’s physical, medical, and behavioral health needs.
  • Will be the child’s first initial contact and will ensure that their basic immediate needs are met such as (food, bathroom/shower, providing clean clothing and hygiene items, assigning to a dorm room).
  • During this initial interaction, the YCP will report any concerns immediately to be addressed by the other Specialized Intake Team members (I.e., medical, clinical, case management) and adhere to the reporting and documenting policies and procedures set forth by relevant state and federal (ORR) requirements.
  • Will provide age and developmentally appropriate orientation services for youth and must modify their teaching based on the youth’s ability to communicate, read, and write. Orientation must also be culturally appropriate and consider any special needs each child may have (i.e., visually/hearing impaired or physical disability) and must be given in the child’s language.
  • Will actively engage in Daily Programming Activities for youth and coordinate/facilitate recreational activities (ex: soccer tournaments, walking outdoors), age and developmentally appropriate educational/tutoring services (ex: reading, writing, physical education, and arithmetic), vocational services (ex: life skills such as: learning to use a washing machine, personal hygiene to include approved curriculum on puberty and growth, and sexual health, mechanic class, first aid and CPR, sewing/knitting class, and music appreciation), and structured leisure activities (ex: Holiday celebrations, birthdays, TV time, Movie Night, pool table, cards, and recognizing special milestones for children).
  • May also be designated as a Youth Activity Leader for Youth Lead Empowerment Activities including Student Council, Children’s Welcoming Team, Kids’ Voice, and Choice, and Religious Events.
  • May be assigned to assist in the Crisis Response Team for youth identified as high-risk for runaway or who may have absconded and to provide behavioral support for youth.
  • May be assigned to assist in the Discharge Planning Team for youth who may be reunifying with Sponsors or returning to their country of origin.
  • Must always maintain the correct ratio of staff to children. Ensuring that supervision is based on children’s needs and adhering to the safety plan. Levels of supervision include General Supervision, close observation and/or one-on-one supervision.
  • Will conduct appropriate supervision of youth based on each child’s need. Ratio is 1 YCP for every 8 youth (1:8) for general supervision during awake hours. Ratio may decrease while youth are engaged in off-site activities (for example: 1:5). If a child’s emotional or physical health requires increased supervision for their own safety, supervision may be increased to 1 YCP for every (1) youth (1:1) (youth within arm’s length distance) or close observation (youth within close, continuous eyesight and hearing). Staff to child ratios will change if younger children are admitted to the facility. Staff to child ratios are different if younger children are admitted to the facility.
  • YCP must be able to seek appropriate guidance from supervisor to ensure ratios are adhered to.
  • Will supervise youth in any of the following locations, to include but not limited to indoors or outdoors of program/facilities, bedrooms, hallways, during restroom breaks, classrooms, cafeteria, community areas/living areas, office space, phone center, outdoor recreation space, during appointments with required service delivery personnel such as legal services, medical care, case management, clinical, religious services, during transportation services or while engaging in activities that require off site services for youth.
  • May take their meals with youth and supervise youth during mealtimes due to ratio dependent requirements.
  • May need to respond to emergency events to ensure the safety and security of the youth in care.
  • Will follow the approved Behavioral Management System and as part of the child’s orientation each child will be informed on the Theory of Conscious Discipline which utilizes everyday events to cultivate emotional intelligence through self-regulation.
  • Must never take a youth acting out or escalating negative behavior personally.
  • Must complete all required documentation daily and timely based on required timeframes as set by relevant state and federal (ORR) contract requirements.
  • Must complete comprehensive Incident Reports (IRs). IR must capture a youth’s behavior prior to an incident, what lead up to the incident, all circumstances of the incident observed/heard, interventions made during and after the incident, contacts made and resolutions.
  • Must report headcounts and the movement of the children on an ongoing basis.
  • Will need to enter daily progress notes for youth assigned to their supervision along with any other assessments completed during their shift.
  • Will be required to arrive at the shelter on time, review/ receive any updates, changes in procedures or supervision of youth, receive their assignment and always arrive prepared to work regularly and consistently.
  • Must assist with the maintenance and upkeep of the program grounds and surrounding workstations as needed.
  • Must ensure that there are no safety hazards for youth or staff whether indoors or outdoors and must react proactively to prevent immediate harm.
  • Must conduct timely room checks during asleep or awake hours of youth while in their designated bedrooms. YCP must conduct at minimum bedroom checks every 5 to 10 minutes to ensure that youth are safe in their assigned beds/bedrooms, and not in distress, engaging in behaviors that are self-harm or harmful to others, or engaging in behaviors that are not permitted (ex: physical confrontation or inappropriate touching with other youth).
  • Must maintain a log of all bedroom supervision checks conducted during sleeping or awake hours while youth are in their bedrooms.
  • Will be required to ensure that youth are in their bedrooms and ready for light outs timely to end their day, engage in evening hygiene activities such as bathing, brushing teeth, bedroom/bathroom chores to maintain upkeep of their bedroom, and prepare for any scheduled activities for the following day to include but not limited to special celebration activities, recreational activities, and/or celebrations.
  • Will coordinate and designate appropriate hygiene days to allow youth to use special hygiene tools if requested with close supervision. Tools may consist of but not limited to razors for shaving underarms, legs, or face; tweezers for eyebrows; and nail clippers for toe or fingernails.
  • Will adhere to daily program schedule and report any unplanned changes to immediate supervisor.
  • Any modifications to the daily bedtime schedule or deviations from the daily afternoon program schedule requires supervisory approval.
  • May perform other duties as assigned or requested to support the safety and reunification of youth in care.

STANDARD REQUIREMENTS:

  • Must be 21 years of age or older to work directly with youth.
  • Must maintain any licensures/certifications during employment and/or obtain within required timeframes, if approved.
  • Complete the National Certification for Residential Care Professionals within approved timeframes and maintain certification annually.
  • Ensure completion of On-the-Job Training requirements.
  • Meets dress code/uniform standards; appearance is neat and clean.
  • Complete any training requirements including CPI (Crisis Prevention Intervention) Nonviolent Crisis Intervention and CPR/First Aid.
  • Maintains dependable attendance and ability to work a flexible schedule.
  • Assist in the safe evacuation of youth if needed.
  • May need to respond to emergency situations to ensure the safety and security of the youth.
  • Wear an ID badge while on company property or job sites.
  • Recognize the signs of abuse, neglect, exploitation, and provocative behavior. Follow reporting requirements for relevant state and federal contract requirements and document adhering to timeframes.
  • Must maintain confidentiality in all program areas including any information regarding youth.
  • Maintain confidentiality of health care records and information in keeping with HIPAA and Protected Health Information (PHI) requirements.
  • Maintain professional conduct and ensure appropriate respectful interactions during any contact with youth, staff, state licensing representatives, ORR/Federal Field Staff, and other vendors or community members.
  • Enforces safety and security standards for students, staff, and visitors.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • High School Diploma or GED is required.
  • 1 year of experience working with youth is preferred.
  • BA in social science or related field with 6 months experience working with youth will be considered in lieu of experience. Internship and volunteer hours may be included.
  • Show a history of organizational skills and an ability to communicate accurately and effectively with multiple members of a team.
  • Well organized, highly motivated, excellent communication skills, leadership skills that also display integrity.
  • Proficiency in Microsoft Office is preferred.
  • The ability to type and use a tablet/iPad, laptop, or desktop is needed to complete daily tasks.
  • Display the ability to understand and retain information relayed in training, daily shift change, and departmental or program meetings.
  • Able to work cooperatively with multiple members of a Team including program staff, state licensing personnel, ORR/Federal Field Staff, and other office personnel.

WORK ENVIRONMENT:

  • The Youth Care Professional will work in-person (on-site) to ensure the timely execution of services and reunification of youth in care.
  • Shifts will include an 8-hour shift within a 24-hour period in the time zone where the shelter is located.
  • Work environment may include working in offices, supervising youth either indoors or outdoors in areas as described above in essential job duties.
  • Overtime will be required for this position as needed.
  • The work week will not consist of a traditional Monday through Friday work schedule and working some holidays will be required.
  • Work is conducted in a 24-hour shelter setting with children whose primary language is Spanish.
  • Noise levels will vary indoors and outdoors.
  • Must be able to obtain and maintain the Crisis Prevention Institute (CPI) certification and CPR/First Aid certification, and NRYCS Certification.
  • Work environment may include working in offices, either indoors or outdoors.
  • Position can require a great deal of standing, walking, stooping, squatting, kneeling and some heavy lifting of up to 25 lbs. and can also involve sitting for extended periods to ensure that documentation is entered in a timely manner for the safe renunciation, discharge planning and provision of services to youth.
  • Must use headphones and learn the proper use of a secure two-way communication device is pertinent to the overall care, safety, and supervision of youth.

  • The ability to solve practical problems and seek guidance from Supervisor or designee to ensure a full understanding of policies and procedures is required.
  • A positive and proactive attitude regarding changes in processes, procedures, policies, and training requirements is needed.
  • The ability to interact with youth in a culturally responsive manner is vital to the program's success.

COMPUTER SKILLS AND RESPONSIBILITY:

  • Any equipment assigned directly to the Youth Care Professional (YCP) is their personal responsibility.
  • Equipment is to be returned in good working condition and YCP must report any damage or malfunctions immediately to their supervisor.
  • The ability to utilize a variety of software systems and enter data is needed.
