DESCRIPTION OF WORK:
The North Carolina Wildlife Resources Commission is seeking applicants for a Conservation Biologist Manager (working title: “Wildlife Biologist Operations Supervisor – Piedmont Region”) for our Wildlife Management Division. The NC Wildlife Resources Commission Mission Statement is to conserve North Carolina’s wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters, and other outdoor enthusiasts to enjoy wildlife-associated recreation. The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws. The Wildlife Commission employs more than 650 full-time staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, and customer service, information technology and administrative professionals.

The NC Wildlife Resources Commission’s Wildlife Management Division manages, conserves, enhances, and restores the State’s wildlife populations in a manner assuring a diverse wildlife resource for future generations of North Carolinians. The Division develops and administers programs for the management and wise use of our wildlife resources establishing recommendations for regulated take of certain wildlife species when appropriate. They provide information to assist in resolving human-wildlife interactions when necessary. They monitor the health and status of wildlife and wildlife populations across genera and provide technical guidance to landowners wanting to manage wildlife and wildlife habitats on their lands.

The Operations Program is responsible for ensuring agency programs and activities related to wildlife management and ecology are administered to local landscapes, landholders, other public land and private entities outside the agency, and the hunting and non-hunting public.

The primary purpose of this position is to provide an objective and coordinated system of wildlife management programs directed at habitat and species management and constituent support. Additionally directs procedures and policies both regionally and statewide to ensure that the Operations programs and activities are biologically and sociologically sound. The position provides coordination with other agency programs and divisions within the region, including the Land and Water Access Division, Inland Fisheries, Division of Law Enforcement and the Division of Information, Education & Marketing, as well as the Wildlife Diversity and Game and Furbearer Programs.

Position reports directly to the Assistant Chief (Conservation Mgmt. Coordinator) and supervises 6 full-time wildlife biologists - 3 Conservation Biologist II and 3 Conservation Biologist I positions.

The position coordinates with counterparts in other regions to facilitate statewide continuity within the Program. The position coordinates with other public and private entities outside the agency in the administration of Program activities. The position interacts with various administrative sections within the Agency to develop and monitor appropriate budgets of operations and completes all State and Agency administrative requirements associated with the Program in the region. The position ensures that personnel are available to meet the data collection, survey, research, and public service needs of the Division within the region and that all Operations Program wildlife management activities are conducted in accordance with best available science and agency and state policies and procedures. The position directly assists with program activities in the field within the region or elsewhere in the state as required to meet Program and Agency goals and objectives.

The individual in this position will also provide counseling and guidance to biologists to assist them in making decisions regarding work activities and scheduling; is responsible for initiating appropriate disciplinary measures and participating in grievance resolutions at the field level; and will review job applications and conducts interviews of prospective employees in the program. Position interacts with biologists to provide leadership and guidance in the prioritization, organization, and implementation of all work unit activities to ensure Agency and Division goals and objectives are achieved. Responsibilities include attending joint meetings with other Agency and Division staff members, attending meetings with individuals and entities outside the agency, monitoring ongoing projects, providing technical expertise relative to overall activities, assisting the implementation of work activities in the field, conducting regular work unit and project meetings to assess project status, reviewing activity and progress reports, and reviewing and approving purchases. Other duties are assigned as needed.

A normal Monday-Friday 8am-5pm schedule is associated with this position, though seasonal modifications, night work, weekend work, and overnight travel may be required on occasion. This is a permanent full time, home-office based position which requires frequent daily travel with occasional overnight stays. This position requires a home-based duty station in the Wildlife Management Piedmont Region.
External candidate (applicants not currently working for WRC) will be required to establish a home-based office within Chatham County or surrounding counties. Alternative work locations within the Wildlife Management Piedmont Region will be considered for WRC internal candidates.

Knowledge, Skills and Abilities / Competencies

  • Possess thorough knowledge of computerized data analysis.
  • Possess thorough knowledge of biological principles and management practices as applied to wildlife biology and management.
  • Knowledge and experience in taxonomic identification procedures, field, and laboratory techniques.
  • Knowledge and experience with wildlife habitat management, wildlife management, wildlife diseases and species propagation.
  • Have considerable knowledge of the methods and techniques for hunting, trapping and management of Human Wildlife Interactions.
  • Experience in preparing or guiding someone to prepare complex, written technical reports for a variety of audiences.
  • Possess the ability to communicate orally and in writing, to include coaching, counseling, discipling, developing and otherwise supervising employees.
  • Possess the ability to plan and direct work operations and field studies.
  • Ability to establish and maintain effective working relationships with other biologists, the public, and groups interested in wildlife.
  • Be able to work with federal, state, and local government officials and private citizens.
  • Experience in training and supervising biologist and other specialized staff.

MANAGEMENT PREFERENCES:
Management prefers candidates with a minimum of 5 years’ experience working in wildlife biology or wildlife management. Ability to analyze and appraise highly sensitive and controversial situations and recommend appropriate actions to executive-level staff. The employee should be completely familiar with agency structure, political realities, the regulation process, and technical aspects of the job. The employee should have a thorough knowledge of supervising the planning, organizing, and directing of wildlife management activities and possess thorough knowledge of biological statistics, scientific principles, and sampling techniques.

Minimum Education and Experience Requirements

Bachelor’s degree in wildlife or fisheries management, marine biology, fisheries science, zoology or biology from an appropriately accredited institution and five years of related experience; or an equivalent combination of education and experience.

NECESSARY SPECIAL QUALIFICATIONS: Must meet the applicable education, employment, and training standards as required by the North Carolina Wildlife Resources Commission. Candidate must present proof of a valid Driver's License and have an acceptable driving record.
