The NYC Ferry system is a year-round passenger ferry system that launched in 2017 and now carries over 6 million riders annually while serving 25 landings on 6 routes. Reporting to the President’s Office, the Ferry Department oversees NYC Ferry on behalf of the City of New York. Our oversight is comprised of contract management and compliance, day-to-day operations, and planning and policy decisions for the system. The Ferry Department is made up of individuals who manage the fleet and facilities, operations, contracts and finance, and planning/policy/special projects. We also serve as the coordinator for many other NYCEDC departments to ensure the proper maintenance and operation of ferry infrastructure throughout the city. NYC Ferry is a public-private partnership involving close contractual and operational coordination between NYCEDC and a private ferry operator.

Position Overview: As the Fleet Manager, you will report to the Executive Director of NYC Ferry and will oversee the management of 42 vessels owned by the City in connection with NYC Ferry. In this capacity, you will be NYCEDC’s technical maritime expert on vessels. You will ensure that vessels, all of which are under the chartered control of private entities, are operated to the City’s standards for safety, performance, maintenance, longevity, and customer experience. As part of a new agreement expected to be in place by late 2023, you will establish the relevant oversight protocols for the private operator of NYC Ferry (“Operator”). Up to one associate with maritime experience may be assigned to report to you to support the oversight needs in this role. You will also represent vessel-related interests for capital construction on major facilities like homeport/vessel maintenance facilities on an as-needed basis.

Essential Duties and Responsibilities:

  • Provide oversight and management of all vessel repairs, and capital overhauls, including audit of the Operator’s relevant records and ensuring compliance with vessel-related agreements.
  • Ensure that the NYC Ferry fleet is, at all times, maintained to the adequate satisfaction of NYCEDC through review of the Operator’s computerized maintenance management system, attendance in site visits, and with the support of third-party NYCEDC contractors.
  • Manage, monitor, and audit the fleet’s fuel consumption, and support the Corporation’s fuel price risk mitigation efforts.
  • Work with the Operator to manage and negotiate all contracts and documentation associated with vessels within the fleet and any supplemental vessels as necessary, including insurance, necessary regulatory approvals, and any charter agreements necessary to either bring on additional capacity or let out City-owned assets.
  • Manage third-party consultants to support fleet management, including support in naval architecture, engineering, owner’s representation, and others marine-related subject areas.
  • Act as primary liaison with other NYCEDC departments (Asset Management Design & Construction, Capital Projects) that carry out construction of major ferry facilities such as homeports.
  • Maintain a working knowledge of the passenger ferry vessel market in New York Harbor and beyond, including available assets, charter rates, and sale opportunities.
  • Develop long term strategy for minimizing emissions across NYC Ferry, including planning of future vessel modifications or acquisitions.
  • Provide oversight and management of all vessel construction, purchase, repairs, and capital overhauls, including audit of the Operator’s relevant records and any related negotiations with the Operator or third parties.

Minimum Requirements:

  • Bachelor’s Degree and at least five years’ experience in Naval Architecture, Marine Engineering, Vessel Fleet Management, or other relevant technical maritime industry. Master’s degree preferred.
  • Technical and subject matter expertise relevant to small passenger vessels including propulsion, navigation and other relevant on-board systems.
  • Experience managing projects, contractors and third-party owners’ reps for a combination of vessel construction and vessel maintenance programs.
  • Existing relationships in New York Harbor and the local maritime industry.
  • Excellent presentation and communication skills. Experience briefing senior management on complex technical matters.
  • New York City residency is required within 180 days of hire

  • Have, or can obtain, a TWIC card (Transportation Worker Identification Credential, reimbursable by NYCEDC)

Salary Range: $120,000-$125,000
