GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs moderate to complex compliance audits on apportioned registration accounts in accordance with the provisions of the International Registration Plan (The Plan), the International Registration Plan (IRP) Audit Procedures Manual (APM) and the Texas IRP Compliance Audit Procedures; in support of the Texas Department of Motor Vehicles (TxDMV), Motor Carrier Division (MCD), IRP Compliance Audit Program. The Plan is a registration reciprocity agreement between the United States, Canada, and the District of Columbia. The Plan provides for payment of apportionable fees based on the proportion of total distance operated in all jurisdictions by the fleet of which a vehicle is part. Work involves examining, investigating, and reviewing operational distance records, operational reports, financial statements, record keeping, and management practices of Texas-based apportioned accounts in accordance with Generally Accepted Government Auditing Standards (GAGAS), the IRP APM and the Texas IRP Compliance Audit Procedures. Work requires contact with the general public and governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

ESSENTIAL DUTIES

Independently performs moderate to complex compliance audits on apportioned accounts following GAGAS in accordance with the IRP APM.

May perform IRP records reviews of new and current apportioned accounts.

Educates and assists registrants, stakeholders, and other motor carrier industry partners in understanding the benefits derived from compliance with rules and regulations of The Plan, offering recommendations for the improvement of the apportioned registration account’s distance accounting system.

Maintains effective communications with registrants regarding findings, recommendations, applicable laws, rules, regulations and agreements.

Develops, revises, implements, and maintains written policies and procedures on investigations and audit processes.

May provide testimony at formal or informal hearings.

Performs quality assurance reviews of Heavy Vehicle Use Tax (HVUT) verification procedures to ensure compliance with applicable federal and state laws, rules and regulations.

Researches, interprets and applies laws, rules and international agreements for registrants for compliance purposes.

Assists other auditors in performing complex audits or audits that are large in scale.

Assists in training new personnel on IRP audit systems and procedures.

Organizes and manages workload and plans audits to maximize efficiency.

Acts as liaison with other IRP member jurisdictions in registration or fuel tax cooperative investigations.

Assists in conducting special investigations into questionable practices or records.

Assists and provides certification and technical support in program and project areas.

Performs other job-related duties as assigned.

ADDITIONAL INFORMATION

This position may work remotely. Home work location must be in Texas. Remote work employees must meet minimum home internet connection speed of 10 Mbps download and 3 Mbps upload. State-issued laptop must be connected via hard-wire to router. Home work location must be in a quiet environment and free of background noise during business hours, and must have adequate desk space in a dedicated, contained area that is secured and protected at all times.

Qualifications


MINIMUM REQUIREMENTS

Education and Experience

Bachelor's degree plus two (2) years’ experience in auditing, information systems/technology, management, accounting, or related field, with a minimum of one (1) year performing auditing work required. Related graduate-level education may be substituted for experience on a year-per-year basis. There is no education substitution for the required one (1) year of auditing work. Additional related experience may be substituted for education on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

Current certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA), or Certified Government Auditing Professional (CGAP), or Certified Fraud Examiner (CFE) may be substituted for up to one (1) year of the required experience.
