A Rare and Exciting Opportunity:
for Project/Program Manager III positions to support its Waste Stream Compliance and Re+ programs.

There are two positions being offered through this recruitment that will contribute to implementing innovative and creative efforts that will advance safe, healthy, inclusive and zero waste King County. Position 1: Waste Stream Compliance Project Manager: Working with the business community and partners to research, plan and develop a proposal for safe and environmentally responsible materials acceptance and disposal system for sharps.

Position 2: Re+ Technical Assistance Project Manager: Working with community and partners to research, plan, develop and launch a technical assistance program to support commercial food waste prevention and diversion.

You will be involved with a sampling of the following important work:
Position 1: Project manage the planning, development, and execution of a county-wide sharps collection program using established programs as models (e.g., Snohomish County, San Joaquin County (CA) Solid Waste Department, etc.) that would rely on other government partners (fire, sheriff, police, etc.) and commercial businesses (Walgreens, Bartell Drugs, Rite Aid, etc.). The position will also support the development of Solid Waste Division materials acceptance policies (internal and external) and provide technical assistance to internal customers.

Position 2: Project manage the planning, development, and execution of a technical assistance program on recycling and composting to businesses, support compliance with policies (such as statewide organics legislation), and partner with cities on non-residential diversion. This work is a foundational strategy of the Re+ program to achieve Zero Waste of Resources and is consistent with passage of the Organics Management law (HB 1799). RES will be working on increasing diversion from businesses throughout King County. This work directly delivers the 2020 King County Strategic Climate Action Plan Priority Action of Zero Food Waste in Landfill by 2030.

What to Expect as a Successful Employee?
High level understanding of SWD internal and external sharps collection and management systems.
Completion of research for design of sharps collection system.
Conduct meetings with internal and external stakeholders.
Implementation of the sharps management system both internally and externally.
Support development of materials acceptance policies and provide internal technical assistance.
Other duties as assigned.

RE+ Technical Assistance Project Manager:
Begin implementation of technical assistance work program on recycling and composting to businesses.
Successfully work with cities and other stakeholders.
Manage all aspects of work program, identify gaps, and plan future work program tasks.
Evaluate project and suggest and implement improvements.
Other duties as assigned.

There are two Special Duty/Term-limited Temporary positions. These Term-limited Temporary are expected to end in eighteen (18) months with the possibility of extension. These positions are available to King County career service employees as a special duty assignment. Experience in these temporary positions has the potential to increase knowledge and skills that could be widely applicable to future opportunities within King County government and beyond.

Telecommuting Requirement:
The work associated with this position will be performed predominantly by telecommuting, complemented with onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

What You Will Be Doing:
Sharps:
  • Researching, designing, and implementing a county-wide sharps collection system.
  • Conducting meetings with interested partners (businesses, etc.)
  • Developing materials acceptance policies (internal and external).
  • Providing technical assistance to internal customers.
  • Other duties as assigned.

RE+ Technical Assistance:
  • Implementing established work plan for providing technical assistance to businesses to help them comply with the Organics Management law (HB 1799).
  • Ensuring compliance with existing and future policies.
  • Identifying gaps, successes, and areas for improvement and continually improving the technical assistance program.
  • Working with the cities, businesses, and Department of Ecology to understand lessons learned.
  • Evaluation of the program.
  • Other duties as assigned.

You Should Have:
  • Demonstrated skills in managing projects involving multi-agency teams and developing effective networks to accomplish program goals.
  • Ability to build and maintain positive working relationships and partnerships with a variety of partners, stakeholders, and interest groups, including, but not limited to businesses, various county and/or state agencies, organizations, and associations.
  • Ability to successfully work with multidisciplinary teams, matrix-based organizational structures, and coalitions.
  • Strong project management skills with the ability to manage multiple projects and meet deadlines with high attention to detail.
  • Demonstrated ability to work with SWD management and various project teams to achieve results within specified deadlines.
  • Demonstrated skill in written and oral communications and making presentations.
  • Demonstrated skills in translating technical information and goals into specific action steps necessary to catalyze public policy changes to be adopted.
  • Demonstrated skill in providing technical assistance.
  • Demonstrated ability to think innovatively, working with community partners and willingness to learn new approaches and tools.
  • Excellent communication and networking skills including public speaking, writing, group facilitation, communicating cross-culturally with diverse partners, and interacting with people of all ages and cultural backgrounds.

These positions work a 40-hour work week, Monday-Friday, and they are exempt from overtime. A typical workday runs from 8:00 a.m. to 5:00 p.m.
