We are currently recruiting for a conscientious and technically proficient candidate with a background in the niche field of physical security to fill the Physical Security Systems Administrator vacancy based in Lakewood, WA.

This is a rare opportunity for you or someone you know who has the training, skill and knowledge required to manage a fast-paced hands-on physical security role. The individual we are looking for is a seasoned professional with exceptional communication skills. They will come with a reputation built on subject matter expertise in physical security and will be equipped for success administering and maintaining the Physical Security Technology Program for our Department of Public Safety.

Reporting to the Public Safety Chief, this position is responsible for the Agency’s physical security systems to include:

  • Routinely exercising independent discretion and judgment in order to oversee all physical security systems;
  • Agency keys, and security plans;
  • Responsible for projects related to physical security improvements using security system management best practices;
  • Designing, developing, implementing and evaluating training plans, business systems and policies to aid in increased awareness and organizational security;
  • Managing the access control system; conducting physical system inspections and audits, monitoring system performance and alarms, identifying and tracking system deficiencies and taking corrective action if any system components fail;
  • Updating and assigning access levels, processing requests for system access, and scheduling doors to be opened and closed;
  • Printing badges for employees and contractors as needed on a scheduled and drop-in basis;
  • Oversight of contractors and vendors performing work on physical security technology and equipment;
  • Collaborating with Information Technology staff to conduct operational testing and ensuring system maintenance is conducted for reliability of systems;
  • Providing technical project management support for Public Safety related projects;
  • Serving as the agency representative with other transit agencies, law enforcement, emergency responders, and prosecuting agencies in connection with physical security programs;
  • Resolving and responding to complaints regarding transit security related issues;
  • Completing monthly, quarterly, and annual reports and assisting the Chief of Public Safety by managing physical security budgets.
  • Being the agency’s Subject Matter Expert in all physical security matters.

PAID LEAVE:
Full-time Pierce Transit employees receive 11 paid holidays, 2 personal paid holidays, 6 days of major sick leave, and 22 days of paid time off (PTO) per year. Part-time employees receive pro-rated leave, to include major sick leave, PTO, and holiday pay. PTO accrual rates increase per policy and/or collective bargaining agreement.

Essential Functions

The following functions are not intended to serve as a comprehensive list of all duties performed in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.


  • Oversees and coordinates project management functions for security projects.
  • Administers the access control system. Conducts physical system inspections and audits, monitors system performance and alarms, identifies and tracks system deficiencies and takes corrective action if any system components fail.
  • Agency subject matter expert assisting with the design, building, and maintaining of the Pierce Transit Emergency Warning System (EWS).
  • Partners with consultants on implementation and maintenance of EWS system.
  • Serves as administrator for Organizational Emergency Warning System.
  • Analyzes the Physical Security Program and identifies areas of risk. Researches and makes recommendations for enhancements based on findings.
  • Operates, monitors, and maintains security/access systems and enhancements. Serves as agency lead to consolidate isolated security platforms into a comprehensive, integrated system.
  • Analyzes, evaluates, determines, and directs testing, implementation, upgrades, and quality control of all application development and support work affecting assigned physical security systems.
  • Monitors and manages assigned system projects, operation and contract budgets, resources, and contracted services.
  • Gathers information, reviews reports, identifies, and verifies completion of required security data. Enters data in database systems and monitors and maintains data integrity.
  • Demonstrates regular and consistent attendance.
  • Performs related work as required.

Qualifications

Minimum:

  • Associate degree in Electronics, Information Systems or a related field, and
  • Three (3) years of experience in administering physical security systems for a medium to large size agency, including security applications software and hardware or like systems.
  • Experience may be substituted for education on a year for year basis.

Desired:
  • Public sector experience desired.
  • Managing a video system and card access systems.
  • Genetec Omincast certification.
  • Genetec Synergis certification.
  • Experience/Knowledge of March Networks VMS.
  • Experience/Knowledge of Simple K key control program.

Licensing, Certifications and other legal requirements:

Physical requirements:
  • The position involves light physical demands, such as exerting up to 40 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects.
  • May occasionally need to move boxes from 5 to 40 pounds.

Working conditions:
  • This position may work in an office, warehouse, or shop environment.

Paid Leave:

Insurance Plans:
Pierce Transit employees and their dependents (including domestic partners) may elect a medical (includes vision) and dental plan. Medical and dental benefits begin the first day of the month following date of hire. Employees may also participate in a flexible spending account for eligible health care and dependent care expenses.

Basic life insurance as well as AD&D insurance coverage is provided by the employer at no cost to the employee. Employees may elect to purchase additional coverage. Additionally, long-term disability insurance is provided by the employer at no cost to the employee in the event an employee cannot work due to a covered illness or injury (some limitations apply).

Retirement Plan:
All employees of Pierce Transit are required to participate in the Washington State Public Employees' Retirement System (PERS). Employees are not covered under the Social Security System except for a 1.45% payment for Medicare.

For those eligible employees who were previous members of the Tacoma Employees' Retirement System (TERS), continuation of participation in that system may be permitted. Those employees will be required to contribute to the Social Security System and Medicare.

Deferred Compensation Plan:
Employees are eligible to participate in a 457 savings plan with an employer match of up to 4.25% of annual compensation with increases as years of service are met.

Hours of Work:
Most Pierce Transit employees have a 40-hour workweek; however, positions may require shift work, overtime, and weekend work. Alternative work schedules and teleworking are available subject to department approval.

Probationary Period:
All regular employees are subject to successful completion of a probationary period of six months, unless the position is listed as "at-will."
