    SUMMARY : Operating under the general supervision of the Coordinator for Prevention Services, the Student Advocate - Resource for Education, Advocacy, Communication, and Housing (REACH) is part of a team serving to meet the needs of homeless students and families in accordance with the Federal guidelines under Title X of the No Child Left Behind legislation and the McKinney-Vento Act. This role brings the skills to interact with our community’s homeless and impoverished youth brining a mezzanine level of assistance to transitory students and families helping them in accessing medical, education, and other stabilizing or supportive services. Employee develops and implement strategic plans to coordinate departmental and interagency services and there is a frequent component of coordinating the scheduling and transporting of students to and from school, extra-curricular activities, medical, dental and other services and acting as a liaison to access. This position is often the primary point of contact for families to District services including contact at their current “home”; and this person holds a high expectation to set a standard for excellent customer service and cooperative interactions.

    Job Tasks Descriptions

    • Leading the work for homeless youth in our District this employee works directly with building level staff to identify with accuracy the number of students who qualify for McKinney-Vento protections based on free and reduced meal rates. This employee will conduct needs assessments as needed, disseminate information on the McKinney-Vento act to staff and students/guardians, and coordinate contacts with schools and administrative services. The start of each school year brings a heavy referral process for this work as new qualifying students are discovered and old connections are reestablished. This initial assessment process includes work to locate and conduct student and family “home” visits in shelters, motels, and outreach programs, investigate referrals, analyze family dynamics and issues in the living environment with respect to mental, medical and personal health. Other assessments conducted include reporting any Dependency & Neglect (D&N) and Domestic Violence (DV) to Mesa County Department of Health MCDHS and coordinate placement in youth shelters as needed.


    • Providing a consistent and continuous program of outreach, engagement, and coordinated involvement for the students of identified homeless students is the primary responsibility of this position. Providing services across the entire District, this employee is assistance to homeless students and families helping them in accessing medical, education, and other stabilizing or supportive services as outlined in the McKinney-Vento Act and state programming. The REACH Advocate role brings a strong skill set to working with children in poverty, homelessness, and unstable situations and with its effects on their Social Emotional Learning (SEL) utilizing trauma informed care practices. This employee must have the ability to successfully assist students in accessing services, programs, and opportunities. A primary responsibility of the Advocate comes with assisting parents in enrolling and supporting their children into school, summer school as needed, extra-curricular opportunities and community resources to provide free recreational activities for homeless youth during non-contact times, i.e. before and after school, holidays, and summer.


    • Ensuring for the needs of served students, REACH Advocates monitor student’s immunizations, nutrition services breakfast and lunch programs, transportation needs, etc. and also assist with class scheduling accommodation needs at the secondary level. Other duties under this responsibility include but are not limited to monitoring assigned student’s attendance, and any building level academic or mental health interventions. All services are delivered with attention to empathy, compassion, encouragement and advocacy; respecting cultural and socio-economic differences.


    • Community outreach activities are a part of this position as well. Employee may sit on community committees or work groups such as, The Mesa County Coalition for the Homeless and employee responsibilities include educating community agencies and service providers, business partners, and fraternal and faith based organization on the McKinney-Vento Act, including criteria, provisions, and the need for services within the community. Employee also facilitates and coordinates inter-agency collaboration and information exchange with other agency services. Advocates often coordinate community and school based transportation services and other agency services such as workforce center, food bank, soup kitchen, clothing needs, medical, transitional housing, energy office, hilltop services, parks and recreation, community homeless shelter.


    • Maintaining a variety of documentation is an expectation of this position in compliance of federal, state, and local legal requirements and statutes for the program and those served. Other documentation and administrative duties include but are not limited to, maintaining contact and activity logs, mileage/travel logs, and other student demographic, graduation, and case specific data. Other forms of administrative duties include maintaining student/family case files with accurate and timely updates to educational credits, medical records, and academic status. Program and District compliance for McKinney-Vento relies to a large degree on data veracity and the employee is expected to adhere to the highest professional standards in this regard.


    • Sourcing duties include seeking, creating, developing, maintaining and utilizing financial resources of goods and services through State and Federal agencies, private and corporate financial institutions, and fraternal and faith based organizations. Established goods and services provider relationships are maintained by the Advocate with attention to professionalism and cordial interactions.

    Researching and accessing professional development resources is also an expectation. Using Federal, State and local level resources in relation to culture of poverty, safe and drug free schools, special needs education, family and parenting skills, grief counseling, DV and D&N, substance abuse and suicide prevention are expected.

    EDUCATION AND RELATED WORK EXPERIENCE :
    • High school diploma or equivalent required*, preference for additional courses in social work, advocacy, or other relevant topics;
    • Minimum two years’ experience in human services, education or related field required*.
    • Preference given for prior school district experience;
      • (Acceptable education and experience equivalent will be at the sole discretion of the District)

    LICENSES, REGISTRATIONS or CERTIFICATIONS :
    • Valid Colorado driver’s license or official form of identification required;
    • Successful passing of criminal background check required for hire;
    • Must successfully obtain the District’s small truck/van permit within 60 days of hire;
    • Attend and successfully complete all staff development training as required by state law or as directed by supervisor.

    TECHNICAL SKILLS, KNOWLEDGE & ABILITIES :
    • Well-developed oral communication and phone etiquette skills in English;
      • Oral Spanish language skills desirable;
    • Well-developed customer service, public relations, and interpersonal relationship building skills;
    • Well-developed ability to provide/present information in laymen’s terms and to build trust between students, families, and service providers.;
    • Strong professional written-communication and group presentation skills;
    • Strong research, sourcing, and organizational skills;
    • Working knowledge and awareness of laws and statutes as outlined in the:
      • Every Student Succeeds Act (ESSA, 2015),
      • Individuals with Disabilities Act (IDEA)
      • Americans with Disabilities Act (ADA),
      • Health Insurance Portability and Accountability Act (HIPPA, 1996);
    • Ability to maintain confidentiality in all aspects of the job, especially as related to student issues;
    • Ability to diffuse and manage volatile and stressful situations;
    • Ability to work independently as needed with minimal direction and/or supervision;
    • Ability to manage competing priorities and frequent interruptions in a timely manner;
    • Ability to be adaptable and flexible with critical thinking and problem-solving/resolution capabilities;
    • Ability to promote and follow Board of Education policies, building and department procedures;
    • Ability to communicate, interact, and work effectively and cooperatively with students from diverse ethnic and educational backgrounds;
    • Ability to recognize the importance of safety in the workplace, follow safety rules, practice safe work habits, utilize appropriate safety equipment, and report unsafe conditions to the appropriate administrator.

    MATERIALS AND EQUIPMENT OPERATING KNOWLEDGE :
    • Operating knowledge of and experience with personal computers and peripherals;
    • Operating knowledge of and experience with office and web based software such as word processing, spreadsheets, and email;
    • Operating knowledge of and experience with typical office equipment, such as telephones, copier, fax machine, etc.;
    • Operating knowledge of the District’s Student Information System software within 90 days of hire;
