Summary and Objective of Work:
Bend-La Pine Schools is recruiting a Staff Accountant/Auditor to support our voter-approved $249.7 million bond levy. This position will serve our nearly 17,500 students and the greater Central Oregon community by working on projects that will update some of our oldest facilities while also improving student safety through advanced door locks and fire safety systems. This position will also ensure that property tax dollars are efficiently used and accurately reported. In addition to the essential job functions noted in the following job description, this position will have additional emphasis on auditing transactions, ensuring compliance with multiple laws and contracts, internal financial reporting and management of investments. The staff accountant performs a complete range of professional accounting and financial analytical activities in connection with accounting for the school district, including Federal, State and local grants, bond projects and student body funds; also plans organizes and conducts internal / performance audits of activities, departments and programs to ensure that funds have been expended in conformance with Federal, State and District guidelines. The Staff Accountant reports to the Accounting Services Manager or the Fiscal Services Manager.

Nature and Scope of Work:
This position requires technical and professional-level knowledge of accounting principles, methods and concepts as well as management concepts and industry specific auditing procedures. Depending on the specific assignment, the position will also require additional in-depth knowledge of financial reporting and systems. The position will exercise independent and highly technical thought, and analysis in financial management, to produce reports, statements and analyses. This position will involve the exchange of technical information with other departments on a frequent basis, as well as provide formal, technical raining to personnel having varied backgrounds and knowledge bases. Communication with others both inside and outside the District regularly contains confidential and sensitive information. The position will require travel to and from school sites and other departments.
Essential Job Functions:
Develops annual audit plan for school / department audits using defined criteria.
Conducts comprehensive internal audits covering student accounting systems, operational efficiency, management systems and compliance with policies and procedures; develops and organizes audit procedures and appropriate tests. This process mirrors independent CPA firms audit framework.
Conducts formal trainings and provides technical advice and support to administrative and other District staff.
Maintains and monitors data relating to the District’s long-term capital projects and prepares monthly progress and variance reports.
Maintains and monitors data relating to the various Federal, State and local grants and prepares monthly progress and variance reports, including requests for reimbursements.
Participates in the preparation of the comprehensive annual financial report, preparing supporting schedules, reconciling accounts and updating statements.
Prepares monthly reports comparing actual to budget for schools and departments, with variance analysis.
Prepares and reviews monthly reconciliations of District bank accounts.
Prepares and reviews District’s indirect cost calculations.
Maintains District’s fixed asset inventory database and the District’s accounts receivable systems.
Develops, recommends and implements approved policy, procedure and systems to assure efficient and effective operation in compliance with District goals and objectives.
Reviews recording of receipts and expenditures and prepares documentation of adjustments.
Develop and maintain procedures for managing student body accounts including control of cash on hand, purchases, cash receipts and fundraisers.

Working Conditions:
This employee works under tight, inflexible deadlines. Information and calculations must be recorded accurately in a working environment with constant interruptions. Human relations and communication skills are necessary to handle frequent personal and telephone inquiries received from administrators and other personnel. This employee must be able to lift/move materials, boxes and equipment weighing up to 50 pounds. Position will require travel to/from schools and departments. Position frequently requires standing, walking, bending, grasping, reaching and repetitive motions of hands and wrists.

Education and Experience:
A Bachelor’s degree in Business with an emphasis in accounting from an accredited four-year college or university and three to five years’ experience in a similar field; or equivalent experience in a related field.
The position requires thorough knowledge of complicated accounting procedures and the ability to train others in such activity. In-depth knowledge of work-related school district policies and procedures is required. Job learning time may range from six to twelve months; job proficiency can be acquired in twelve to twenty-four months.
