PM Consulting Group and USAID/MERP Human Resource (HR) Executive Office (HO) seek a Senior Human Resource Specialist for a six-month assignment to help the Regional Executive Office (R/EXO) and Supervisory Regional Executive Office (S/REXO) plan, direct, and manage the work of the HR Unit, implementing new or revised regulations, manuals, and other directives, research, analyze, review, and make recommendations to the R/EXO and S/EXO on HR directives.

Primary Work Location: Remote with On-Site or In-Country support as needed

Period of Performance: On/a October 2022 to April 15, 2023 (6-month assignment)

Three TDY Trips 30 days each: TDY location is in Frankfurt, Germany and the travel will be based on the needs of the MERP/EXO/HR Office.

System Access: AIDNET, OpenNET, GLAAS, etc.

Specific Deliverables: Utilize knowledge of USAID policy and resources - mold, mentor and develop the USAID/MERP/EXO/HR Team.

Detailed Description of Responsibilities

Human Resource Administration- 40%

  • Train and work with four Cooperating Country National Personal Service Contractor (CCNPSC) HR Assistants in Frankfurt and Belgrade and help coordinate their work via weekly overviews of tasks to be performed, setting priorities, and receiving information on ongoing tasks and reaching final decisions on their accomplishment.
  • Provide both formal and on-the-job training of unit staff, to enable the HR staff to perform their duties and provides cross-training to avoid service gaps in periods of heavy workload or in the case of the absence or preoccupation of staff members.
  • Provide guidance to MERP and Client Mission staff on the full range of HR concerns and administrative matters, including terms and conditions of employment, procedures and requirements for awards, performance evaluations, allowances, etc. Assist staff and provide guidance with personnel-related issues.
  • Guide MERP and Client Mission staff in the process of establishing new positions and reclassification of existing positions submitted to the EXO
  • Oversee HR staff reviews of position descriptions to assure accuracy, clarity, and completeness; provides assistance and advice to Mission managers and supervisors, at all levels, including advising supervisors on position description writing, to ensure descriptions reflect current duties and organizational relationships; conducts job-site interviews to ensure an understanding of duties and responsibilities delegated and performed
  • Supervise the process submitting positions for grade-level evaluation to the Regional Human Resources Support Unit (HRSU), including recommending grades and official titles
  • Advise supervisors and employees of HRSU classification results, and on appeal procedures if required; ensures that position information is properly recorded
  • Supervise maintenance of Official Position Description Files, with original classifications; and assure HR unit staff provides copies of classifications to employee, supervisor, and the file.
  • Review proposed US/PSC Scopes of Work (SOW), Proposed Market Rates (a Civil Service-equivalent classification); provide a recommended Market Rate to USAID/Washington or other Agency resource for final classification and approval to recruit internationally for US or Third Country National (TCN)/PSCS prior to initiation of international recruitment, when required
  • Ensure preparation of appropriate supporting documentation for project- funded PSC positions.

Contract Management and Recruitment-30%

  • Supervise preparation of PSC contracts and manage procurement processes in the HR Unit.
  • Review contracts for completeness, presence of necessary technical information, evaluation criteria, and appropriateness for use as a PSC, conferring with the originator to answer questions regarding position requirements, based on informed knowledge of various markets, recommends probable sources, advertising requirements, other conditions may apply.
  • Prepare advertisements, gain Office Director clearances, receive applications, and supervise the assessment of applications against SOW requirements.
  • Discuss possible trade-offs with selecting official offices when candidates do not meet the exact qualifications sought; and assures that candidates who meet the minimum qualifications set forth by the requesting office receive full consideration.
  • Negotiate with USPSC, and TCNPSC, contractors, sharing responsibility for contract negotiations in accordance with guidance provided by the R/EXO and S/EXO, appropriate USAID regulations, and/or the Mission compensation plan.
  • Manage preparation of Offer Letters and Memoranda of Negotiation, and PSC contracts, and modifications for Foreign Service National, US and TCN PSCS using appropriate contract formats and attachments, as provided in AIDAR.

Performance Management, Training, Awards and Other Personnel Duties-30%

  • Provide guidance, advice, and assistance to employees on personnel matters related to recruitment and hiring.
  • Manage administration of USAID’s Agency Incentive Awards program centrally managed in Washington.
  • Ensure the performance evaluation of all FSNPSCS are accomplished on a timely basis. For missions across the region that are not yet using the MBC program
  • Supervise the maintenance of current files on when evaluations and annual step increases are due and ensure HR staff follows through with employees and supervisors to confirm evaluations are submitted on, or before due dates, and those narratives are consistent with the official duties and responsibilities of the respective position.

Description of Requirement:

  • Bachelor’s degree in HR Management, Business Administration, or related field required; Master’s degree preferred. An Advanced degree in a relevant field.
  • At least seven years of USAID human resources experience providing personal services contracting, position classification, recruitment, hiring and termination, travel, workforce planning, assignment coordination, as well as oversight of Mission systems for evaluation, counseling, liaison, healthcare insurance, retirement benefits, and mediation.
  • Experience as an Agreement Officer's Representatives/ Contracting Officer's Representatives is a plus
  • USAID security clearance or ability to obtain one.
