Senior Director of Behavioral Health Services Job at Ryan Health

Position Overview:

Serve as the clinical and administrative leader of Behavioral Health Services for the Behavioral Health Department, which consists of Ryan Health Article 31 services and Behavioral Health services through Article 28 at the Ryan School Based Health Centers (SBHC). Has clinical and administrative oversight for all behavioral health and specialty mental health service lines at the Center in accordance with Center policies, procedures, and regulatory mandates. This work is carried out in support of the mission and goals of Ryan Health.

Essential Functions:

  • Recruit, hire, train, supervise, and evaluate all staff of the Behavioral Health Department. Responsible for recruitment and retention of staff within the service line.
  • Responsible for ensuring compliance within the services lines, partnering with organizational compliance efforts and completing an annual compliance review and plan.
  • Monitor, track and report on data for the behavioral health service line which includes but is not limited to clinical outcomes, access, revenue and cost of care.
  • Ensuring service line meets all regularly requirements put forth by Joint Commission, HRSA, New York State Office of Mental Health, Office of Medicaid Inspector General and others as required
  • Plan and develop programs for the Department, including data collection and needs assessment, budgeting, establishing goals and objectives, evaluating progress and meeting reporting requirements, and making recommendations for programming at Ryan Health Article 31 and School Based Health Centers (SBHC) sites.
  • Plan and facilitate staff training and development, including appropriate coding, domestic violence, child abuse and neglect reporting, and confidentiality and HIPAA requirements.
  • Ensure adequate staffing for all lines and productivity and capacity needs are met and maintained
  • Seek out potential sources of new funding in both public and private sectors to support and enhance behavioral health services throughout the network. Assist in developing and preparing grant proposals with the Planning Department.
  • Act as the Ryan Health liaison and representative to outside agencies and organizations regarding Behavioral Health Department services.
  • Maintain ongoing communication and serve as liaison with other departments/divisions of Ryan Health to ensure coordination and integration of Behavioral Health Services with Primary Care, Social Services Department, and other Ryan Health services.
  • Develop and implement a robust quality program in coordination with organizational quality efforts, actively participate in organizational quality efforts and complete a yearly quality summary and plan. Partner to ensure UDS goals related to behavioral health are met and accurately reported. Partner in conversations around value-based payment and role of service lines in obtaining or increasing quality dollars or value based arrangements.
  • Develop processes to further integrate primary care and all service lines for joint outcomes and goals
  • Work closely with population health to appropriately manage behavioral health populations
  • Implement and monitor and effective incident management system across the service line meeting regulatory requirements and in partnership with organizational systems and efforts. Maintain ongoing communication and consultation with appropriate clinical directors, i.e. Adult Medicine, Pediatrics and Women’s Health, regarding clinical issues, and participate in Ryan Health meetings.
  • Ensure that staff meet clinical and programmatic standards, providing effective and efficient service provision in a changing healthcare environment
  • Attend all meeting and/or training sessions as required.
  • Other special projects/assignments as needed.
  • Flexible work hours depending on needs, including evenings and occasional weekends.

Minimum Experience and Skills Required:

  • Five years of administrative and clinical leadership in an integrated delivery system.
  • Demonstrated success in oversight of behavioral health business lines
  • Experience in planning, program development, community relations, grantsmanship, and budgeting.

Education, Licenses and/or Certifications Required:

  • Licensed Clinical Social Worker preferred but qualified LMHC/LMFT candidates welcome to apply
  • DSW, PsyD, or PHD

Preferred Qualifications:

  • Experience working in or oversight in School Based Health Programs
  • Extensive experience with electronic health records
  • Spanish language fluency
