Department Overview:
This position will work in the Environmental Health & Safety program (EHS) with duties that encompass all missions of OHSU. EHS oversees/manages programs and policies aimed at minimizing safety, health, environmental, and regulatory risks to the OHSU community. The EHS program encompasses chemical, biosafety, fire/life safety, radiation safety, as well as general safety oversight across the university. Projects and/or responsibilities in other program areas may also be assigned.
The Safety Specialist 1 will provide EHS services under the direction of EHS leadership. With a focus on Hazardous Waste, emphasis will be placed on customer service and safe disposal practices. Additional work may be assigned in identifying, evaluating, controlling and effectively managing the health and safety programs within EHS. - Hazardous materials and waste compliance;
- Hazardous waste collection and processing;
- Data collection;
- Environmental compliance and;
- Participation in regulatory inspections.
This Hazardous Waste Safety Specialist 1 works both independently and as part of the broader Environmental Protection Team, and acts as a professional and technical resource in performing specialized and detailed guidance in review and final determination/resolution of assigned activities and areas. This position provides safety leadership to the OHSU community by implementing programs and helping OHSU policies and practices conform with federal and state regulations in the following areas:
- Timely and accurate assessments in accordance with regulatory, policy, and process requirements;
- Deliver specific and on-going communication, customer service, and education to the OHSU community;
- Serve as a professional and technical resource for safety, regulatory compliance, and integrity; and
- Assist management and leadership to improve processes related to safety across the OHSU community.
The primary work location is the Central Campus, located in Portland, Oregon, and will have a strong focus on the OHSU healthcare and research operations on the Central, West, and South Waterfront Campuses as well as waste generating locations throughout the Portland area.
Function/Duties of Position:
- Independent assessment and analysis:
- Using sound judgment, analytical, organizational, and time management skills, perform independent, accurate and timely management of audits, inspections, projects, issue resolution, and inquiries. Use of advanced knowledge of federal, state, local, and OHSU statutes, regulations, guidance, policies, procedures, and systems to:
- Collect, categorize, separate, store, and appropriately dispose of hazardous and universal waste.
- Research issues and advise labs/clinics/facilities on appropriate practices in managing various types of chemical waste.
- Using sound judgment, analytical, organizational, and time management skills, perform independent, accurate and timely management of audits, inspections, projects, issue resolution, and inquiries. Use of advanced knowledge of federal, state, local, and OHSU statutes, regulations, guidance, policies, procedures, and systems to:
- Training, communication, and advisory services:
- Work with leadership to identify, develop, and implement continuous training and communication to the OHSU community to improve safety, integrity, and related areas at OHSU.
- Serve as a subject matter expert/consultant to all areas and all levels of the OHSU community.
- Policies and procedures:
- Provide technical and subject matter input on the development of policies and SOPs to EHS leadership.
- Identify deficiencies, collaborate on corrective action plans, and advise on how to achieve compliance with regulatory requirements in an efficient manner.
- Implement new policies and procedural changes to affected OHSU members.
- Continuous Quality Improvement:
- Participate in continuous quality improvement initiatives in partnership with EHS leadership.
- Work with EHS leadership, advisory councils, the OHSU community, and other appropriate OHSU units in development and enhancement of safety and integrity at OHSU.
- Identify weaknesses and deficiencies, and provide input to EHS leadership on how to enhance the quality and efficiency of the work performed.
Proficient performance in this position includes:
- Ability to work independently (while maintaining engagement with a team and clients) and make autonomous decisions on inspections, audits, projects, issues, and inquiries without compromising accuracy or adherence to regulations, policies and procedures.

- Ability to understand medical and scientific terminology and procedures in order to accurately review issues in accordance with applicable requirements. Ability to research and/or seek consultation on medical and scientific terminology as needed.
- Provide superior customer service to faculty, staff, students, visiting scientists, and volunteers at all times.
- Excellent organizational skills with an ability to effectively prioritize a variety of complex tasks/projects, and to work calmly under pressure with tight deadlines while maintaining superior customer service and quality/accuracy standards.

- Bachelor’s degree in a relevant field
- 3 years of related experience
- Working knowledge of requirements related to safety
- Ability to understand biological, chemical and scientific terminology in order to provide thorough and accurate review and guidance;
- Experience identifying, collecting, processing, and documenting hazardous waste streams.
- Experience reviewing, interpreting, and providing guidance on regulatory rules
and standards; - Ability to use and maintain industrial hygiene monitoring instrumentation and supplies;
- Ability to effectively work both independently and in a team environment; effective organizational, oral, and written communication skills; strong multi-tasking skills to meet multiple deadlines and complete numerous projects simultaneously; ability to interact in a positive, productive manner with research faculty and staff, leadership, and other staff (demonstrating sensitivity, tact, and professionalism);
- Advanced proficiency with electronic systems and software.
- Valid Driver's License
- Compliance with Code of Conduct, Respect in the workplace and Applicable policies, procedures and agreements related to position, department or OHSU as a whole
- Must be able to perform the essential functions of the position with or without accommodation
- Advanced degree or additional emphasis/training/education in safety or a related scientific discipline (e.g. bachelor’s degree in a related field such as biology, chemistry, or environmental science) strongly preferred
- EHS-specific experience at an academic medical centeror accredited medical
facility. - Functional knowledge of current safety requirements
- Demonstrated leadership and formal/informal influence skills
- Advanced knowledge in federal and state laws, regulations, and guidance relating to safety and related areas
- CIH, CHMMM, CSP Preferred
- This position requires approximately 25% of work at a computer and 75% work in the field. Occasional travel is required to off-site OHSU locations.
- Chemical, physical and biological hazards will be encountered, and the employee must be able to evaluate the exposure potential to ensure health and safety. On-call coverage may be expected in emergency response and Incident Command System capacities.
- Ability to function in a variety of environments and positions, including sitting, standing, crouching, reaching, and managing waste containers in service to various buildings, offices, departments, and laboratories on the OHSU campuses; use a computer for part of work shift.
- Able to lift, carry and pushup to 50 lbs. Able to use a N95, PAPR, or full-face respirator as necessary.
- Able to work in or near animal holding areas when doing safety evaluations with animal caregivers.
- Must be able to meet the Occupational Health requirements for the position.
- Must meet requirements for driving an OHSU vehicle.
