NATURE OF POSITION

Research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent to BFT.

Essential Duties & Responsibilities/KSA

Staffing/Recruitment

  • Develop, facilitate, and implement all phases of the recruitment process based on Agency goals and objectives.
  • Collaborate with hiring managers to determine hiring needs and criteria.
  • Identify and implement efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
  • Build applicant sources by researching and networking with community services, colleges, employment agencies, recruiters, and social media.
  • Process job requisitions, create job announcements, and post job opportunities to various job site sources.
  • Assess job applications for relevant knowledge, skills and experience; recommend qualified candidates for interview to hiring managers.
  • Schedule and conduct applicant interviews; oversee preparation of interview questions and other hiring and selection material.
  • Assist hiring manager in selection process using various recruiting and selection tools/methods to filter candidates.
  • Collaborate with hiring manager during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.
  • Ensure compliance with federal, state, and local employment laws and regulations as well as company policies.
  • Maintain accurate information in applicant tracking system.
  • Develop and update job descriptions and job specifications.
  • Coordinate, schedule, and monitor pre-employment activities such as background investigations, drug screen, reference checks, and applicant testing.
  • Administer drug and alcohol program as mandated by the Federal Transit Administration (FTA); gather and analyze information, prepare reports and correspondence on findings, and make recommendations.

General

  • Provide consultation, analyses, and recommendations concerning recruiting process and issues.
  • Represent Agency at job fairs and other public events.
  • Provide continuous effort to improve recruiting operations and streamline work processes.
  • Prepare and maintain records, reports, and files related to recruiting efforts.
  • Work with and maintain confidential information.
  • Demonstrate regular and punctual attendance.
  • Other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES
  • Understand and interpret applicable human resource employment laws, rules, and regulations.
  • Human resource systems, techniques, practices and functions, including recruitment, testing, selection, and placement of employees,
  • Experience in research methods, data collection, sampling techniques, and statistical analysis to prepare and maintain technical records and reports.
  • Effective written and spoken communication skills to interact with external and internal groups.
  • Applicable FTA regulations and guidelines relating to employment.
  • Collaborative problem solving.
  • Recordkeeping principles, procedures, and techniques.
  • Utilize office equipment and other relevant technology (software and systems) to meet business needs.
  • Understand, follow, and communicate clearly and concisely, both orally and in writing.
  • Work as a team member and independently; effectively apply organizational and time management skills; meet deadlines and comply with Agency policies.
  • Exercise sound judgment in making decisions.
  • Focus on tasks and recall details; handle frequent interruptions.

Qualifications

MINIMUM QUALIFICATIONS

Associate degree in Human Resources, Business or related field from an accredited institution and two-years of recent relevant recruiting experience; or an equivalent combination of experience and education. Must possess a valid driver’s license.

PREFERRED QUALIFICATIONS

Bachelor’s Degree in Human Resources, Business Administration or related field from an accredited institution and four years of experience in recruiting. SHRM-CP or equivalent certification.
