City of The annual salary range for the Assistant Civil/Air Quality Engineer is $48,516 to $87,129 plus an excellent benefits package which includes but is not limited to educational incentives, flexible benefits,
and continuing certification incentives. Placement within this range is dependent on qualifications. The
City provides the following benefits:

General Leave:

  • Vacation: 12 days of paid vacation leave the first year, increasing to 15 days in year one through

five, 17 days in year five through ten, 20 days in years ten through fifteen, 25 days in years fifteen to
twenty and 30 days after twenty years of service

  • Sick Leave: Leave is accrued at 3.69 hours per pay period for a total of 12 days of paid sick leave
per year

Medical, Dental, & Vision Insurance: The City offers excellent Medical, Dental and Vision Insurance.
Employee currently pays $46 per month and receives medical, dental and vision coverage for employee,
spouse, and eligible dependents. Medical insurance currently 90/10 plan, with annual deductible of $150
(individual) and $450 (family), annual maximum out of pocket $3,000 (individual), $6,000(family).

Life Insurance: The City provides a $25,000 term life insurance policy.

Retirement: The City participates in the California Public Employees’ Retirement System (CalPERS).
For legacy members, the benefit level is 3% @ 60 and for new (PEPRA) members, the benefit level is
2% @ 62.

Holidays: 14 paid holidays per year

Deferred Compensation: Voluntary plans available including IRS Section 125 Flexible Benefit Plan

Thorough knowledge of Air Quality requirements and methods of calculating impacts of air pollution control measures. 

Principles of physics, chemistry, engineering and mathematics in relation to air pollution control. 

Implement the design and use of air pollution control devices, instruments and equipment. 

Knowledge of applicable Federal, State, and local regulations, policies, and procedures. 

Knowledge of modern office practices, methods and computer equipment. 

Execute record keeping principles and procedures. 

Civil engineering principles, practices and methods as applicable to a municipal setting; considerable knowledge of

applicable City policies, laws, and regulations affecting Division activities. 

Considerable skill in arriving at cost estimates on complex projects; skill in operating the listed tools and equipment. 

Knowledge of materials common to the industry such as soils, asphalt, Portland cement, timber, and steel. 

Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency

representatives, City officials and the general public. 

Ability to conduct necessary engineering research and compile comprehensive reports. 

Prepare and make presentations. 

Develop, analyze interpret and apply laws and regulations. 

Conduct routine inspection and evaluations. 

Operate modern office equipment including computer equipment and specialized software application programs. 

Operate and maintain effective working relationships with those contacted in the course of work. 

Follow directions related to complex codes, laws and regulations. 

Solve simple mathematical and logical problems accurately.

Additional Experience or Ability to:

  • Perform field and/or site inspections;
  • Perform complex data entry that requires knowledge of specialized
computer programs and/or systems;
  • Assembles evidence and prepares cases against code violators; provides
court testimony, as required;
  • Coordinates inspection/enforcement activities with other agencies;
  • Provides technical assistance to regulated facilities, private industry,
individuals, and other agencies as required;
  • Makes recommendations on alternative methods and equipment to
ensure compliance;
  • Operates a variety of vehicles and special equipment, including set up
and maintenance; operates and calibrates various pieces of air

monitoring equipment, gasoline station test equipment, power and

hand tools, measuring devices, ect.;

  • May perform complex but routine mathematical calculations;
  • Create letters, memorandums, reports, minutes and other
correspondence with a minimum of direction;
  • Reviews private project development plans for compliance with codes,
regulations, and standards, adequacy of applications for permits and

compliance with approved plans;

  • Determines applicable codes, regulations, and requirements for
assigned projects;
  • Coordinates the preparation of, or develops, engineering plans,
specifications and estimates, coordinates require advertising for bids,

reviews construction bids and makes necessary recommendations

based on lowest and best bids, competency of vendors and consultants,

and selection criteria;

  • Assists in project management for the construction of the municipal
public works projects;
  • Oversees assigned projects to ensure contractor compliance with time
and budget parameters for the project;
  • Assists in the preparation of water, storm drainage, and street system
maps, data bases, and comprehensive plans;
  • Maintains the engineering library and infrastructure records;
  • Assures as-built records of projects, and documents necessary changes
for the operation and maintenance programs. Responds to public or

other inquiries relative to engineering procedures on specific projects

and other information;

  • Reviews utility permits, street use permits, franchise utility permits,
etc.;
  • Maintains regular contact with consulting engineers, construction
project engineers, city, county, state and federal agencies, professional

and technical groups and the general public regarding division activities

and services. Assists in the evaluation of transportation and traffic

impacts of development proposals, permits, rezones plats, etc.

Prepares traffic, utility and other studies and reports;

  • Assists in intersection signal and channelization design.
  • Assists in the inspection, evaluation and financial scenarios in the
development and frequent maintaining of pavement management

systems;

  • Coordinates sidewalk inspection, maintenance and enforcement
programs;
  • Monitors inter-governmental actions affecting public works operations;
  • Assists in the training of other city personnel in public works design
and construction techniques;
  • Knowledge of applicable software common to the industry such as
Autodesk, Microsoft Office, Arc GIS, infrastructure modeling and

structural analysis;

  • Other duties may be assigned.

Under the direction and general guidance of the Public

Works Assistant Director of Engineering, the Assistant Civil/

Air Quality Engineer performs a variety of engineering

functions within the Public Works Department, including

design, inspection, planning, and surveying in the following

areas: air quality, streets, water, gas, airport, geothermal,

traffic engineering, estimating, construction management, and

other public works related functions.

Minimum Qualifications:

  • Degree from a four (4) year college or university with a
degree in physics, biology, civil engineering, environmental
science, mathematics or a closely related field
  • Minimum of two (2) years previous professional civil
engineering experience

Licenses/Certificates:

  • Valid California Driver’s License
  • Possession of or ability to obtain the State of California
certification as a visible emissions evaluator within one (1)
year of employment.
  • Possession of an Engineer-in-Training Certificate (required
to fill position at Range 144)
  • Possession of a License as a Professional Engineer (required
to fill position at Range 150)

Duties and Responsibilities:

  • Performs engineering evaluations for stationary sources of air
pollution; prepares permits; administers grant programs; conducts

routine inspections, investigations and evaluations of existing and

potential sources of air contaminants in industrial, commercial and

residential establishments for the purpose of detection, prevention,

abatement and control of air pollution in accordance with

applicable laws, rules and regulations; collects and enters data on

technical systems; prepares reports and recommendations relative

to assigned areas of responsibility; tracks, reviews, interprets and

reports/makes recommendations on complex rules and regulations;

and responds to inquiries from the public. Incumbents work with

minimal supervision seeking assistance only as new or unusual

situations arise;

  • Investigates complaints of potential violations; issues violation
notices, warning, and takes other corrective action as appropriate;
  • Perform technical operations such as checking documents, assisting
in creating or modifying databases, diagrams, permits, and

appraisals;
