City provides the following benefits:
General Leave:
- Vacation: 12 days of paid vacation leave the first year, increasing to 15 days in year one through
five, 17 days in year five through ten, 20 days in years ten through fifteen, 25 days in years fifteen to
twenty and 30 days after twenty years of service
- Sick Leave: Leave is accrued at 3.69 hours per pay period for a total of 12 days of paid sick leave
Medical, Dental, & Vision Insurance: The City offers excellent Medical, Dental and Vision Insurance.
Employee currently pays $46 per month and receives medical, dental and vision coverage for employee,
spouse, and eligible dependents. Medical insurance currently 90/10 plan, with annual deductible of $150
(individual) and $450 (family), annual maximum out of pocket $3,000 (individual), $6,000(family).
Life Insurance: The City provides a $25,000 term life insurance policy.
Retirement: The City participates in the California Public Employees’ Retirement System (CalPERS).
For legacy members, the benefit level is 3% @ 60 and for new (PEPRA) members, the benefit level is
2% @ 62.
Holidays: 14 paid holidays per year
Deferred Compensation: Voluntary plans available including IRS Section 125 Flexible Benefit Plan

Thorough knowledge of Air Quality requirements and methods of calculating impacts of air pollution control measures.
Principles of physics, chemistry, engineering and mathematics in relation to air pollution control.
Implement the design and use of air pollution control devices, instruments and equipment.
Knowledge of applicable Federal, State, and local regulations, policies, and procedures.
Knowledge of modern office practices, methods and computer equipment.
Execute record keeping principles and procedures.
Civil engineering principles, practices and methods as applicable to a municipal setting; considerable knowledge of
applicable City policies, laws, and regulations affecting Division activities.
Considerable skill in arriving at cost estimates on complex projects; skill in operating the listed tools and equipment.
Knowledge of materials common to the industry such as soils, asphalt, Portland cement, timber, and steel.
Ability to communicate effectively, orally and in writing, with employees, consultants, other governmental agency
representatives, City officials and the general public.
Ability to conduct necessary engineering research and compile comprehensive reports.

Additional Experience or Ability to:
- Perform field and/or site inspections;
- Perform complex data entry that requires knowledge of specialized

- Provides technical assistance to regulated facilities, private industry,

and other information;
- Reviews utility permits, street use permits, franchise utility permits,
- Maintains regular contact with consulting engineers, construction
and technical groups and the general public regarding division activities
and services. Assists in the evaluation of transportation and traffic
impacts of development proposals, permits, rezones plats, etc.
Prepares traffic, utility and other studies and reports;
- Assists in intersection signal and channelization design.
- Assists in the inspection, evaluation and financial scenarios in the
systems;
- Coordinates sidewalk inspection, maintenance and enforcement
- Monitors inter-governmental actions affecting public works operations;
- Assists in the training of other city personnel in public works design
- Knowledge of applicable software common to the industry such as
structural analysis;
- Other duties may be assigned.
Under the direction and general guidance of the Public
Works Assistant Director of Engineering, the Assistant Civil/
Air Quality Engineer performs a variety of engineering
functions within the Public Works Department, including
design, inspection, planning, and surveying in the following
areas: air quality, streets, water, gas, airport, geothermal,
traffic engineering, estimating, construction management, and
other public works related functions.

Minimum Qualifications:
- Degree from a four (4) year college or university with a
science, mathematics or a closely related field
- Minimum of two (2) years previous professional civil
Licenses/Certificates:
- Valid California Driver’s License
- Possession of or ability to obtain the State of California

Duties and Responsibilities:
- Performs engineering evaluations for stationary sources of air
routine inspections, investigations and evaluations of existing and
potential sources of air contaminants in industrial, commercial and
residential establishments for the purpose of detection, prevention,
abatement and control of air pollution in accordance with
applicable laws, rules and regulations; collects and enters data on
technical systems; prepares reports and recommendations relative
to assigned areas of responsibility; tracks, reviews, interprets and
reports/makes recommendations on complex rules and regulations;
and responds to inquiries from the public. Incumbents work with
minimal supervision seeking assistance only as new or unusual
situations arise;
- Investigates complaints of potential violations; issues violation
- Perform technical operations such as checking documents, assisting
appraisals;
