Public Housing Manager Job at HRA of Bemidji
Manages HRA of Bemidji Public Housing rental properties; monitors lease compliance, submits lease termination proposals for approval; coordinates activities and works with employees engaged in property management and maintenance functions in assigned HRA properties. Follows policies and procedures and lease provisions affecting tenants. Works with residents and staff to resolve concerns.
Manages the Bridges Program from application to lease up. Follows policies and procedures affecting tenants.
Under supervision of the Executive Director, manages Public Housing units in the City of Bemidji, the Bridges Program in Beltrami and Hubbard Counties and does related work as required.
EQUIPMENT/JOB LOCATION:
Incumbent must be able to travel to access and show rental properties managed by the HRA, conduct inspections per HUD’s UPCS (Uniform Physical Condition Standards) and to inspect voucher units for Housing Quality Standards. Equipment used includes, but is not limited to, the following: computer, copier, fax machine, telephone, cell phone, calculator, plunger, measuring tape and GFCI outlet tester. This position does require the operation of an automobile.
ESSENTIAL FUNCTIONS OF THE JOB:
- Demonstrate commitment to work with residents and management to attain goals established by HRA.
- Plan, coordinate, supervise and assess the work of assigned staff.
- Prepare well-written notices, letters and newsletters to tenants.
- Adhere to regular office hours at each property.
- Regularly inspect the physical condition of properties.
- Train and supervise assigned maintenance and administrative staff, assess performance, and advise of performance concerns.
- Investigate and follow up on tenant complaints. Resolve disputes in a timely manner.
- Consistently enforce HRA lease agreements.
- Coordinate administrative and maintenance staff to prepare buildings and grounds for PHAS inspections to ensure continued high performer designation for the assigned building(s).
- Conduct or coordinate inspections (move-in, move-out, quarterly, and annual) of all dwelling units to HUD and HRA standards.
- Responsible for pest control at assigned HRA properties, including lease enforcement and the scheduling of initial treatments and follow-up treatments. Accompany pest control contractor as needed when treatment services are provided and follow pest control policy and procedures.
- Develop and maintain a monitoring system including documentation of housekeeping issues, tenant abuse, and misuse of property, to help ensure prolonged useful life of the unit. Follow through to lease compliance or lease termination.
- Prepare documentation to tenant files and follow-up letters to tenants.
- Ensure work order requests are completed in an efficient and timely manner (emergency work orders abated within 24 hours and non-emergency and annual inspection-related work orders within 10 days). Monitor tenant satisfaction with completed work.
- Maintain a close and effective working relationship with residents, other HRA departments, public, private, and social service agencies, neighborhood groups and advisory committees, to meet the objectives of the program.
- Responsible for all aspects of security and crime prevention at properties utilizing various resources such as police, security vendor, and security equipment to address and follow up on security and crime related issues.
- Prepare for and attend hearings to provide information related to tenant/HRA relationships, lease violations, eviction proceedings, and public housing eligibility determinations.
- Represent the HRA at meetings related to public housing programs. Establish rapport with neighbors, neighborhood groups and other stakeholders.
- Responsible for the overall cleanliness and visual appearance of the buildings and grounds of the assigned HRA property.
- Demonstrate commitment to follow established policies and procedures
- Prepare a variety of reports, maintain a variety of records, assist in budget preparation, and strictly adhere to report deadlines.
- Prepare and conduct lease terminations for cause, default in repayment agreements, chronic rent delinquencies and failure to recertify. Represent the HRA in court.
- Serve as the manager-on-duty and back-up manager-on-duty up to 25 weeks per calendar year, handling after-hours, weekend, and holiday calls. Determine which calls require immediate service, assign to appropriate staff, contractor or other responders, handling each call until the emergency is abated.
- Respond to emergencies on evenings and weekends, as required.
- Monitor tenant accounts receivable and assist in the collection of rent and other charges to assure the financial viability of the agency. Monitor tenant repayment agreements.
- Responsible for keeping complete and accurate fixed asset inventory
- Participate on committees as assigned.
- Responsible for ensuring storage spaces are properly maintained.
- Manages all aspects of the Bridges Program.
REQUIRED KNOWLEDGE AND ABILITIES:
- Knowledge of regulations/guidelines of U.S. Department of Housing and Urban Development programs and Minnesota Housing Agency programs.
- Knowledge of federal, state, and local laws pertaining to the management of rental housing.
- Ability to effectively communicate both verbally and in writing.
- Ability to make arithmetical computations with speed and accuracy.
- Ability to establish and maintain effective working relationships with co-workers, agency representatives, tenants, and the public.
- Knowledge of legal processes pertaining to the management of rental housing.
MINIMUM QUALIFICATIONS:
Bachelor’s Degree in public or business administration or related field or 6 years work experience in progressively responsible positions in low income property management.
ALTERNATIVE MINIMUM QUALIFICATIONS:
At least six (6) years of experience with subsidized housing programs.
CONDITIONS OF EMPLOYMENT:
Must possess a vehicle and a valid license to drive in the state of Minnesota Must comply with organizational and departmental policies. Must be insured.

Requires incumbent to work inside, outside, on uneven ground, on slippery surfaces, alone, with others, around others, and have contact with the public.
