Public Health Nurse I or II Job at County of Winona - Winona County

This position starts at $28.39/hour (DOQ) with advancement up to $39.02/hour. Cost of living wages for 2023 are currently being negotiated.
Characteristics of Class:
Under administrative direction, an employee in this class is responsible for patient care in the County Public Health Program. Public Health Nurse I and II's perform generalized public health nursing duties working with individuals, families, and the community in a variety of settings that may include the office, homes, hospitals, nursing homes, and schools. The work is performed under general supervision of the Health and Human Services Supervisors, Community Health Services (CHS) Administrator, and with professional consultation of the Minnesota Department of Health. Public Health Nurse I's provide instruction, delegation, and review of positions as delegated. Public Health Nurse II's may exercise supervision over Public Health Nurse I's. Performs related work as required.

- Promotes and maintains the health of individuals, families and communities through teaching, counseling, and the provision of nursing services.
- Provides guidance and support to help clients manage their health concerns throughout the life span.
- Assists families and individuals to identify their broad determinants of health care needs.
- Provides case management and care coordination to optimize self-care capabilities of individuals and families through efficient use of resources.
- Provides population-based clinic services such as Child and Teen Check Ups, Immunizations, Flu, Blood Pressure, Car Seat Safety, etc.
- Conducts assessments to determine program eligibility for the Personal Care Attendant and waivered service programs.
- Carries out delegated nursing functions under the authority of a health care practitioner.
- Collaborates with other agencies to maximize service effectiveness for at-risk clients.
- Remains informed on current developments in public health nursing practice through meetings, conferences, trainings, and independent research.
- Maintains related records and prepares reports.
- Any other duties as assigned.
Required Knowledge, Skills, and Abilities:
This classification requires any combination of training and experience which provides the following knowledge, skills, and abilities.
For Pre-Employment:
- Certification as a Public Health Nurse in the State of Minnesota OR,
- Possession of a current license, issued by the State of Minnesota, to practice as a Registered Nurse.
- Knowledge of the methods and techniques of general nursing care and their relation to medical and surgical practice of medicine, dietetics, sanitation, and personal hygiene.
- Knowledge of public health nursing theory and practices and of the methods and techniques used in all public health nursing programs.
- Skills in providing nursing care including dealing thoroughly and effectively with the physical, mental, and emotional needs of the patient.
- Ability to establish and maintain effective relationships with staff members, representatives of other agencies, clients, and the general public.
- Ability to make independent decisions.
- Ability to communicate effectively.
- Ability to keep detailed records and make reports.
- Ability to use computers.
- Must pass a personal background check.
- Must possess and maintain a valid driver's license.
