OBJECTIVE:
The position supports the National Environmental Satellite data and Information Service (NESDIS) office-wide onsite administrative, operational and program management support services. The National Oceanic and Atmospheric Administration (NOAA) is an agency that enriches life through science. The purpose of this Task Order is to provide Contractor administrative support services.
Approximately 10 years of related experience, 4 of which must be in a supervisory role:
- Provides oversight of all aspects of field and/or task-level project performance (i.e., technical, contractual, administrative, financial).
- Will work on multiple projects simultaneously.
- Supervises personnel involved in all aspects of project activity, organizes, and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, and maintains customer contacts to ensure conformity to all contractual obligations.
- Interfaces with all areas affected by the project including end users, computer services, and client services.
- Ensures adherence to quality standards and reviews project deliverables.
- Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
- Recommends action to direct the analysis and solutions of problems.
- Exercises independent judgment, as well as a high-level of analytical skill, in solving non-routine technical, administrative, and managerial problems.
- Tracks satellite and ground station command and control performance reports as well as product processing and distribution performance reports for use in monthly status reports, budget data calls, front office data calls, and inquiries from Congress as required by DOC, NOAA, and NESDIS.
- Assist OSPO Corporate Services in providing NOAA/NESDIS Monthly Status briefings of about 400 products and program milestones for all OSPO sites as mentioned above.
- Track program trending and anomalies from performance reports.
- Develop 600 to 700 project planning documents for new and ongoing programs (e.g. budget data calls), products, and new projects (e.g. OSPO procurements).
- Develop process documentation for new/existing projects and programs.
- Support in the development of new or existing standard operating procedures for projects, processes such as creation of presentations for Monthly Status briefings, how to complete a C.Request, submitting a PAC request, and submitting requirements for new projects for funding;
- Assist in prioritizing Procurement, Acquisition, and Construction (PAC) funding requests from OSGS for sustainment of OSPO equipment nearing end of life and/or end of maintenance support. PAC Funds are used to refresh legacy systems. These activities include, but are not limited to:
- Track and compile OSPO PAC requests from the divisions.
- Prioritize OSPO PAC Requests for funding based on OSPO-defined priorities such as continuity of operations.
- Keep track of OSPO PAC requests funded by the Office of Satellite Ground Services (OSGS).
- Support OSPO Corporate Services in vetting OSPO PAC Requests to include prioritization of OSPO requests based on the criticality of the projects.
- Support OSPO Technical Staff in developing project plans, alternative analysis, and detailing impacts regarding OSPO’s legacy systems if the requirements are not funded.
- Analysis of data from asset management application reports to monitor OSPO refresh rates of system architecture and affordability (e.g. equipment age, when procured, end of life, etc.);
- Support OSPO Technical Staff in developing gap analysis reports and analyzing and reporting on gaps between “as-is” state versus “to-be” state of OSPO’s system architecture for refresh purposes:
- Support development of architecture policies, procedures, and processes and draft effective and efficient procedures consistent with the agency architecture framework.
- Support the project leads in tracking system architecture funding requirements; and
- Assist the subject matter experts (SMEs) in reviewing asset management reports to determine refresh requirements in OSPO’s system architecture.
- Participate in reliability and maintainability (R&M) production planning, program design reviews and Quality Assurance.
- Support the development of Program and Project Plans. Plans should include execution status, financial system shortfalls, alternatives assessments and results (including cooperative opportunities).
- Assist the PMs in determining the most promising alternative, schedule, cost drivers, and major trade-offs.
- Assist Program/project leads in assessing risks and reduction/control (i.e. in the areas of technology, design and engineering, environmental impact, cost and schedule), and affordability in the context of long-range modernization and investment plans.
- Assist in writing and editing materials for reports, manuals, instructional material, catalogs, technical and outreach publications, and software and hardware purchases.
- Track, assign, and follow up on status of Congressional, DOC, NOAA, and NESDIS Action Items.
- Assist with Succession Planning for office reorganizations.
- Support the Administrative Officer by providing administrative services including assisting with program effectiveness and management efficiency as well as with administrative operations.
- Participated in design/program/project reviews, Integrated Project Teams (IPTs), and working groups.
- Support the chief of staff including meeting facilitation, management briefing development, process improvement, status reporting, and other activities identified.
- Support project management activities including integrated baseline establishment and maintenance; status assessment and reporting of project cost, schedule and technical performance; identification, assessment, and management of project issues and risks; execution and maintenance of budgets and other programmatic and technical planning and execution activities; project control support including tracking; and project management preparations for internal and external reporting, reviews, and milestone activities;
- Provide travel support such as keeping track of the travel budgetary ceiling, interacting and coordinating with NESDIS Headquarters regarding approval of International Travel to ensure funding availability, and managing Corporate Services travel expenses.
- Assist technical POCs with advanced functions in spreadsheets, presentations, documents, publishing, and other standard applications; and
- Participate in a Kickoff Meeting, which is required within 20 business days after award.
- Provide additional program management support services as needed.
- Support the OSPO Safety Officer to include, but is not limited to:
- Draft and distribute Emergency/COOP Designation List/Letters; and
- Occupancy safety analysis support to make the workplace in NSOF a safe environment, improving quality of life for NSOF occupants.
Education:
BS/BA degree (or equivalent) in a related field of study
LOCATION/HOURS:
- Suitland, Maryland; Greenbelt, Maryland; Silver Spring, Maryland; and Wallops, Virginia.
- Facility access is provided from 0600-1800 Monday – Friday. Core work hours are set to support OSPO and NESDIS HQ staff from 0800-1700 Eastern Standard Time. Flexibility is required and allowed for work performed within the EST core work hours. Work performed shall not exceed 40 hours per week.
Telework
Telework may be authorized for task order performance provided that: the dates are mutually agreed upon based on the needs of the required activity; a written Telework Plan is prepared, and prior approval is received from the Federal Project Manager and the Contractor Program Manager; and a daily log of activities and work completed is maintained and submitted to the Contractor Program Manager for every telework day. Daily logs shall be available to the Government upon request. By authorizing an employee to telework, the Contractor Program Manager agrees that there is a means in place to monitor work progress.
