Venice Community Housing (VCH) is a community-based, nonprofit organization engaged in a variety of housing and community development programs. VCH owns and manages 280 units of affordable, supportive and interim housing, and is in a period of growth with an additional 300 units in predevelopment/construction stages. Its mission is to support and build equitable and inclusive communities by providing affordable housing with supportive services, education, employment programs, and public policy advocacy that advances racial and economic justice.

Job Description:
The Project Manager has primary responsibility for the full range of development activities for selected housing and community development projects, including but not limited to managing new projects as well as the refinance and rehabilitation of VCH’s existing housing portfolio. This position will report directly to the Senior Director of Housing Development.
Essential Duties:
  • Manage two to four projects through the development process, including oversight of design development, securing all necessary financing, management of third-party consultants, construction oversight, construction and permanent financing escrow closings, and lease-up.
  • Perform due diligence and feasibility analysis for acquisition sites and new projects.
  • Assemble and manage the development project teams including negotiating and monitoring contracts; coordinating the work of the design consultants; overseeing the design of the project; ensuring the project complies with all regulatory requirements, commitments made, and VCH’s standards.
  • Prepare and update financial proformas. Monitor development and construction budgets.
  • Manage the negotiation with lenders, investors, sellers, architects, contractors and consultants on legal agreements, loan documents and contracts, with input from the Sr. Director of Housing Development;
  • Prepare, update, and adhere to project development schedules.
  • Secure and close all public and private predevelopment, construction, and permanent financing needed to complete development projects.
  • Manage the entitlement approval process to ensure complete and timely submissions and obtain approvals consistent with the development schedule.
  • Support the community engagement process through activities such as attending stakeholder meetings, and presenting at public hearings.
  • Collaborate with asset management, property management, and resident services during the predevelopment, construction, and lease-up phases to ensure accurate budgets, high-quality designs and smooth transitions to the operational phase.
  • Manage the construction process including but not limited to: reviewing and processing pay applications, attending construction meetings, reviewing change orders, managing consultants to ensure timely responses to requests for information; ensuring punch list items are addressed.
  • Evaluate reports, decisions, and results of the Real Estate Development team and recommend new approaches, policies, and procedures to effect continual improvements in operations and efficiency.
  • Complete administrative tasks as needed to complete essential duties and responsibilities.
  • Perform well under stress and interact well with others.
  • Provide regular project updates for the Sr. Director of Housing Development and present to the Housing Committee of the Board of Directors.
  • Other duties as assigned.

Qualifications:
  • A Bachelor’s Degree in Real Estate, Urban Planning/Studies, Finance, or Public Policy. Graduate Degree preferred.
  • Three years of experience as an Assistant Project Manager or two years as a Project Manager managing low-income housing tax credit projects, or an equivalent combination, with a preference for supportive housing development experience.
  • Two years of experience preparing proforma financials for low-income multifamily housing developments.
  • Experience preparing successful loan and/or grant applications for low-income housing projects.
  • Experience in preparing at least two construction closings and/or permanent loan conversions for low-income housing projects.
  • Good public presentation skills, with experience in community meetings and hearings, preferred
  • Excellent oral and written communication skills.
  • Ability to work effectively with diverse community groups (including VCH tenants) and respond to community input and concerns.
  • Proficiency in Microsoft Office Software (Word and Excel).
  • Valid California driver’s license and auto insurance.
Salary: Depends on experience and qualifications; plus, benefits including medical, dental, vacation, sick time, 14 holidays and 2 personal days. This is a full-time, exempt position.
Physical Requirements:
  • Stationary position approximately 50% of the time.
  • Operates a computer and other office machineries such as fax, copy machine, and phone.
  • Ascends/descends stairs, move inside and outside the office, apartments, buildings, etc.
  • Frequently moves objects weighing up to 30 pounds.
  • Required to have visual acuity to perform the following tasks: operate a motor vehicle, view a computer terminal, read and writing, and conduct building and unit inspections.
