Program Manager - Global LGBTQI+ Inclusive Democracy Job at OutRight Action International

Founded in 1990, OutRight Action International strives to help lesbian, gay, bisexual, transgender, intersex and queer (LGBTIQ) people live safer, healthier, and more empowered lives worldwide. Working from its offices in 12 countries and global headquarters in New York City, OutRight documents human rights violations, helps resource LGBTIQ movements and allies, and advocates for the rights of LGBTIQ people.
OutRight currently seeks a Program Manager - Global LGBTQI+ Inclusive Democracy to manage and ensure the proper execution of a U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL)-funded program designed to develop and lead the Global LGBTQI+ Inclusive Democracy and Empowerment (GLIDE) Fund, a global mechanism to increase access to and participation and leadership in democracy for lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) communities. We intend for the GLIDE Fund to be led by or have strong support from and participation by LGBTQI+ organizations and communities globally.
The position can be based anywhere and may require some travel. The selected candidate will report to OutRight’s Senior Director, Global Programs & Grantmaking.
RESPONSIBILITIES
- Coordinate all communications and the execution of all programmatic work with program collaborators and international partners
- Support the creation of selected projects, and offer capacity strengthening and strategic guidance to international partners in relation to the intersection of democracy and LGBTIQ issues to partners.
- Conduct advocacy on democracy and LGBTIQ issues at international, regional and national levels and support the advocacy work of OutRIght’s democracy policy-making partners
- Develop and implement projects to support the strong democracies inclusive of LGBTIQ people with various project partners around the world
- Collaborate with OutRight staff to increase the visibility of the global program
- Expertly present OutRight’s democracy work to external stakeholders
- Provide collaborative expertise to project partners to ensure proper execution of selected programs
- Administer and govern grants awarded to selected partners working on democracy and LGBTIQ rights.
- Coordinate monitoring, documentation, communication and advocacy efforts with organizations around the world.
- Ensure full, prompt and diligent compliance with all State Department grant regulations
- Collaborate with OutRight staff on future proposal design, proposal writing and reporting
QUALIFICATIONS
- A minimum of 7 years of experience in program management, especially those with a focus on democracy, preferably in combination with or for LGBTIQ people and rights, inclusive democracy or similar focus
- A deep and demonstrated passion and commitment to the pursuit of liberation from persecution based on sexual orientation and/or gender identity or expression within the broader context of a desire to eliminate all intersecting forms of oppression.
- A strong track record of developing and managing sustainable and impactful programs, with a creative approach to advocacy
- An ability to generate interest in and build skills and capacity for LGBTQI+ communities to strengthen leadership, engagement, and participation in political and public life
- Strong, dynamic project management skills and an ability to implement multifaceted programs
- Experience developing and coordinating advocacy strategies with partners of diverse identities
- Fluency in uniform guidance and experience with federal grant compliance
- Leadership-minded communication skills to represent a highly visible project to media, participants and colleagues
- Tactical skills to political, government, community, and/or religious leaders to promote political engagement and reduce intolerance and human rights abuse against LGBTQI+ communities
