SUMMARY: Support the Colorado Springs office by maintaining office operations, provide administrative support to DAWSON's West region operations, and assist the Colorado Springs Operations Lead with employee engagement efforts

POSITION SUMMARY:

Conduct federal and non-federal procurements of the highest complexity and provide appropriate counsel and business risk analysis ensuring that maximum value is received, and minimum risk is assumed by the company. Perform certain supervisory functions within projects and act as liaison with PM/PD to ensure project objectives related to subcontracts are met. Prepare detailed RFP packages for complex purchased equipment or services. Prepare/integrate scope of work, cover letter and proposal guide (as necessary). Select general, supplemental, and special terms and conditions appropriate to work scope and obtain technical specifications and ensure consistency with client contract requirements and other supporting technical data. Act as primary project procurement liaison to various project managers providing appropriate procurement planning and execution counsel to minimize cost and schedule risks. Supervise project procurement personnel as necessary to accomplish planning and execution of project procurement per schedule. Act as primary project proposal cost representative in providing procurement costing support to proposal managers. Supervise procurement personnel to support achieving timely proposal costing effort. Prepare appropriate labor hour estimates for review by functional management prior to proposal input. Provide expert counsel on all matters related to subcontracting and procurement activity keeping functional management aware of resource needs to accomplish tasks as defined by PM/PD's.

ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:

  • Involvement in the development/preparation of detailed Subcontractor RFP packages to gain knowledge of Subcontract Strategy Plan for a given project and ensure Subcontractors are aware and bidding to the appropriate contractual requirements for each given discipline and overarching project scope. Ensure proper review of Subcontractor Bids as they are returned to ensure pricing compliance and proper review of clarifications/inclusions/exclusions at the time of bid.

  • Participates in the development and review of acquisition policies and procedures and suggests improvement based on experience and problem-solving skills.

  • Administers a full range of subcontract type and size from Time and Materials, Cost Plus and Fixed Price up to any dollar threshold. Under general supervision, solves complex problems requiring detailed knowledge of field and industry best practices.

  • Regularly provide leadership and guidance to less experienced team members.

  • Advanced knowledge of all laws and reporting requirements required under Federal Contracts (Construction, Service & Professional).

  • Successful track record of interface with multiple facets of management and staff.

  • Successful track record in performance of working with and managing a variety of Subcontract types and complexities.

  • Acts as primary interface between Subcontractors and the programs being supported for all Subcontractor related issues.

  • Work independently to perform subcontracting and procurement functions efficiently and effectively in order to identify and meet deadlines with minimal supervision.

  • Provides leadership to mentor lower level & Lead Subcontract Specialists in order to continually contribute to a positive work environment that fosters the success and performance of the entire Procurement Team. Assists with departmental training requirements when requested.

  • Participates in high-risk project calls. Use experience and problem-solving skills to work with project team to identify and mitigate Subcontractor risk issues.

  • Independently negotiate deviations from DAWSON terms & conditions and insurance requirements along with scope and pricing changes.

  • Maintain and document an auditable Subcontract file.

  • Tabulate and evaluate Subcontractor and Supplier Proposals/Quotes for accuracy and to ensure DAWSON can agree to all inclusions and exclusions.

  • Perform competitive market analysis for price justification of cost.

  • Assist in RFP Preparation and Green Team pricing discussions prior to Proposal submittal.

  • Assist in evaluation of disputes with Subcontractors and Suppliers.

  • Assist PM in RFI (Request for Information) & REA (Request for Equitable Adjustment) preparation.

MINIMUM REQUIREMENTS:

BA/BS + None or demonstrated equivalency of experience and/or education.

  • 10+ years prior experience in Procurement related position (BA/BS).

PREFERRED QUALIFICATIONS:

  • Previous experience in professional setting, preferably related to Subcontracting or other Procurement and Materials functions.

  • Competent understanding of Subcontracting and procurement terminology, measures, concepts, principles and strategies.

  • Competent understanding of legal terminology related to procurement.

  • Competency to perform subcontracting and procurement management functions of a complex and various degree.

  • Experience in fostering professional, tactical, and strategic Subcontractor and Supplier relationships.

  • Excellent analytical, judgment and practical operating skills in a multi-location, project-based industry.

  • Negotiation and administrative skills required.

  • Excellent organizational, administrative, and problem-solving skills.

  • Excellent interpersonal, written, and communication skills.

  • Ability to work in a fast-paced, changing environment with high demand for flexibility.

  • Self-Motivated with the ability to adapt, improvise and problem solve.

  • Advanced computer skills and ability to use procurement systems; proficient in Microsoft word, excel and power point; Outlook.
