The Eugene Water & Electric Board seeks a skilled Power Planning Supervisor to direct, plan, and organize all activities related to analytical capacities and tools to assist the utility in making informed and financially robust decisions regarding the utility's resource portfolio. This position assures that EWEB has solid grounding in current and emerging wholesale market issues and policies that affect EWEB's resource choices and customer-facing decisions and that this information is usefully and timely available to decision makers. The Power Planning Supervisor has responsibility for EWEB's contracts and relationship with the Bonneville Power Administration (BPA), including responsibility for complying with BPA contractual requirements and reviewing/ influencing BPA strategic direction in regional policy discussions.
The Power Planning Supervisor will also:
- Direct efforts of highly skilled professional staff and provide clear work unit goals, performance standards, work procedures, safe work practices, and for ensuring internal as well as external regulatory compliance. This position reports to the Manager of Energy Resources and participates as a member of the Risk Management Committee.
- Assure that professional staff perform all analytical tasks associated with the utility's integrated resource planning process in coordination EWEB stakeholders. This includes developing and maintaining planning and forecasting models, acquiring and/or selling long-term supply-side resources, optimizing the long-term power supply portfolio, influencing regional policy and regulatory matters to protect or enhance customer value in EWEB's portfolio, leading large retail and wholesale contract negotiations, and contract administration.
- Serve as Power Contracts Portfolio Administrator for PPAs, including development and implementation of power contracts and associated compliance systems. Responsible for overseeing development and accuracy of statistical forecasting models, including but not limited to: customer demand, market price, hydro generation supply, and retail revenue forecasting. Responsible for EWEB's power portfolio hedging strategy and execution. Manage the development, budgeting, staffing and delivery of internal and external information reporting.
- Act as lead interface for EWEB in all state, regional, and national energy policy-related forums where EWEB has an interest in energy policy decisions, and coordinates internally as necessary to assure organizational knowledge and involvement in policy outcomes.
The successful candidate will have a strong supervisory background in integrated resource planning, trading of energy and environmental commodities, regional and regulatory representation, and contract development & management with solid knowledge of the Pacific Northwest, CA, and WECC generation and transmission systems and regional market dynamics.

The starting annual salary for this position is $134,999.03 – $179,998.71, commensurate with knowledge, skills, education, and experience as it relates to the position.

MINIMUM TRAINING AND EXPERIENCE REQUIRED:
Minimum Training and Experience Required
Minimum Experience: Eight years of progressively responsible work experience in the following: resource planning, risk management, statistics, strategic planning, regional policy, rate design, contract management & negotiations, DSM program evaluation, budgeting and reporting, project management, load forecasting or load research. Experience must also include four years of direct supervision in a multi-functional work environment OR an equivalent combination of professional, senior, lead, or project management experience may satisfy the supervisor requirement.
Education: Bachelor's degree from an accredited college or university in a directly related technical field or an equivalent combination of education plus additional job related experience may be qualifying. Equivalent combination of education and experience considered
