The Environmental Planner 3 administers the Office of Drinking Water’s planning program in an assigned region under the supervision of the Assistant Regional Manager. This involves being the facilitator between public water systems and local planning as well as lead the review and approval process for water system plans, small water system management programs, and other planning documents.

This position also represents the department and acts as technical liaison with watershed planning units, local government, and the Department of Ecology, and coordinates and provides direction to staff on water resource issues.

Duties Include
  • Managing and coordinating the water system planning program in an assigned geographic area.
  • Facilitating and reviewing utility water system plans and small water system management programs**.
  • Communicating review comments to utility governing bodies, consultants, and other agencies as appropriate.
  • Communicating planning requirements to utilities and coordinating with ODW staff so that utilities comply with State Revolving Fund, WAC 246-296, requirements.
  • Implementing department policies, guidelines, and procedures related to the water system planning program.
  • Maintaining, tracking, analyzing, and reporting regional planning program workload to staff and management.
  • Providing technical assistance to utilities, local government, ODW staff, and other stakeholders related to water system planning, conservation, and integration of water rights with the ODW water system planning and plan approval process.
  • Representing the department and acting as technical liaison with local government and watershed planning units.
  • Coordinating with other ODW regional planners and managers to develop policies, procedures, and standards to implement strategic shifts and improvements in the statewide ODW planning program.
  • Speak publicly before management, colleagues, purveyors, and the community.

**Includes programs prepared in accordance with WAC 246-290, Coordinated Water System Plans prepared in accordance with WAC 246-293, Satellite Management Plans prepared in accordance with WAC 246-295, and regional Wellhead Protection Plans prepared in accordance with WAC 246-290.

This full-time, permanent Environmental Planner 3 (EP3) position is positioned in the *Northwest Regional Office. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor(s) to identify an appropriate work schedule and balance including telework and reporting to their duty station. They will be expected to occasionally participate in work activities in the assigned region which may include attending in-person local municipality or partner meetings.

Required Qualifications.

A Bachelor's degree or above with major emphasis in planning, public administration, environmental studies, finance, economics, management, or related field.

AND

Two years of experience working with water utilities, water utility employees, or government drinking water programs.
OR
One year of experience as an Environmental Planner 2.

Desired Qualifications

  • Experience providing training and technical assistance.
  • Knowledge of public water system operations, management, and financing.
  • Experience working with local, state, and federal regulations.
  • Experience managing projects and working in a team environment.
  • Familiarity with state and federal government funding programs used in Washington State for public utilities.
