Under general direction of the Chief Financial Officer, Santa Clara Valley Health and Hospital System to administer and coordinate the patient access service functions and to assist in proposing patient access policy related to registration, financial counseling, sponsorship, and authorization for submission to the Executive Director.

Typical Tasks

  • Guides and directs subordinate supervisors on the intake, registration, admitting, financial counseling, authorization, sponsorship, and copayment collection functions of the patient access points;
  • Develops and implements policy and procedure recommendations to meet the needs of the Health and Hospital System and its patients;
  • Oversees preparation of the budget for areas of responsibility and participates in the preparation of the annual Health and Hospital System budget as it affects patient access services;
  • Prepares annual statement of goals and objectives in collaboration with subordinates;
  • Attends outside meetings related to the Health and Hospital System including the Board of Supervisors, when assigned;
  • Serves on various committees of the Health and Hospital System;
  • Ensures compliance with all Federal, State, local government, and private industry mandates;
  • Interprets and applies provisions of Federal, State, and local government laws and regulations as they apply to patient access service functions and activities;
  • Analyzes and identifies patient access service needs to determine appropriate action and make recommendations for problem resolution or procedural changes if appropriate;
  • Identifies issues, risks, barriers and opportunities for improvement related to patient access needs;
  • Analyzes, interprets, and summarizes pertinent revenue cycle data components, and monitor performance against Key Performance Indicators;
  • Develops professional and technical skill set in subordinate staff, and develop ongoing training and education materials for staff and patient education;
  • Supervises, trains, develops and motivates subordinate staff;
  • Assists patients, physicians, and visitors in resolving any admitting, registration, financial counseling, or program authorization concerns between patients and the Health and Hospital System;
  • Performs related duties as required.

Employment Standards

Considerable training, education and experience, which would demonstrate the ability to perform the above tasks and the possession of the following knowledge and abilities.

Experience Note: The required knowledge and abilities would typically be acquired through education and experience equivalent to a Bachelor’s degree with major work in Business, or Health Care Administration or a related field and a minimum of five (5) years professional level experience in a health care provider revenue cycle administration. This experience may be achieved through hospital patient business services and/or multiple hospital consulting work.

Knowledge of:


  • Principles and practices of organization, administration, personnel management, including selection, supervision, discipline, training and staff development;
  • Principles and practices of budgetary preparation and control;
  • Basic principles of health care organizational structure and program components;
  • Current regulations and laws governing the operation of health care delivery organizations in California;
  • Health care laws and regulations and requirements for third party billing (Medicare and Medi-Cal);
  • Health care cost structure and cost analysis, healthcare and managed care financing/reimbursement principles;
  • Planning and problem-solving methods.

    Ability to:
  • Administer, coordinate and manage the patient access service functions and activities of a large health and hospital system;
  • Manage, train, develop, and motivate subordinate staff;
  • Develop and implement new methods and procedures;
  • Analyze, interpret and explain admitting and patient account procedures to patients, visitors, hospital and clinic personnel and other officials;
  • Learn and apply the hospital and clinic policies, regulations and administrative procedures in the context of the patient access service functions;
  • Interpret, analyze, and implement complex state and federal regulations;
  • Keep informed of current methods of automating hospital and clinic patient access services tasks and of changing Medicare, Medi-Cal and other payer regulations;
  • Understand the interface between electronic data processing systems and the tasks of the Health and Hospital System’s patient access services function;
  • Effectively lead cross functional groups across health and hospital system revenue cycle;
  • Effectively coordinate services with different departments to enhance overall patient experience and revenue cycle performance;
  • Work effectively as a member of a management team in a large health care organization;
  • Communicate effectively orally and in writing.
