Job Description
Part Time Operations Consultant needed to support NVE’s proposal effort for the upcoming base operations support services (BOSS) contract at Yuma Proving Grounds, AZ. Subject Matter Expert will provide information and assist in new business development. This will be a remote opportunity.
The base is completely removed from urban encroachment and noise concerns. The base consists of 200+ miles (300 km) of improved road courses for tracked and wheeled vehicles, 600+ miles (1,000 km) fiber-optic cable linking test locations, modern mine and demolitions test facilities, realistic villages and road networks representing urban areas in Southwest Asia to test counter-measures, and $100M General Motors Desert Proving Ground – Yuma $100M.
The SME will have had direct work experience at YPG as either former active duty, civil servant, or contract employee. The SME will hold specific knowledge of:

  • Activities performed across base including strengths and weaknesses of public works performance and BOS services.
  • Customer concerns and hot buttons in running physical plant.
  • Customer issues with manner public works are performed by incumbent contractor.
  • Strengths and weaknesses of computerized maintenance management systems (CMMS).
  • Safety issues that have arisen in past.
  • Unique materials/supplies/equipment needed to perform public works functions.
  • Unique electrical, mechanical, preventive maintenance, predictive maintenance, and/or operating equipment characteristics.
  • Unique operating issues at different buildings given many buildings older age and need for continued maintenance.
  • Tenants and types of work performed.
  • Minor engineering and construction performed.
  • Local vendors, supplies, and equipment providers.

Other duties to be performed include:

  • Identifying potential candidates to be proposed as project manager or other key positions.
  • Identifying potential local vendors/suppliers providing needed material, supplies, and equipment.
  • Assisting in development of proposal win themes.
  • Reviewing draft technical and management proposal written material.

The SME reports directly to the NVE capture manager.

Qualifications
