Job Summary

As required by the Department of Health Care Services (DHCS), the Outreach Specialist Physical Accessibility Review Survey (PARS) will be responsible to assess the physical accessibility of provider sites, including specialists, and ancillary service providers that serve a high volume of Special Persons with Disabilities (SPD). Provider types may include but are not limited to Primary Care Physician (PCP) offices, Specialty Care Providers (SCP), Community Based Adult Services (CBAS) facilities, and ancillary service sites. The incumbent will independently perform all reviews, communicate findings, and follow-up on all deficiencies identified during survey.


Position Responsibilities:
  • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
  • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
  • Performs initial and tri-annual surveys to assess American with Disabilities Act (ADA) compliance at provider sites per DHCS regulatory guidelines.
  • Documents noted findings at the time of the assessment and enters site surveys into business database.
  • Enters all data into database and reports summary of findings quarterly to Quality Improvement Committee (QIC).
  • Conducts unannounced visits related to physical accessibility, as determined by Grievance and Appeals Resolution Services (GARS) or Quality Improvement (QI) departments.
  • Schedules and completes PARS reviews in a timely manner, communicates findings, and follows up on required actions.
  • Conducts onsite follow-up reviews at sites that have corrected accessibility deficiencies and updates site status from limited to basic accessibility.
  • Provides accurate site and provider demographic information to Provider Data Management Services (PDMS) to ensure on-line provider directory accurately reflects PARS results.
  • Provides technical assistance and resource materials to physician and office staff regarding accessibility standards and Americans with Disabilities Act requirements.
  • Facilitates regulatory guidance and training to provider office staff as required and is a resource for ethical and Health Insurance Portability and Accountability Act (HIPAA) standards while on site.
  • Completes other projects and duties as assigned.




Possesses the Ability To:
  • Travel to and from provider offices, as required.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with CalOptima Health's leadership and staff.
  • Identify issues, propose methodological solutions, thoroughly analyze information, and present findings with implications in a clear and direct mann
  • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.




Experience & Education:
  • Associates degree in Health Care Administration or related field required.
  • 1 year of experience with physical accessibility review surveys required.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above is also qualifying.
  • Valid driver's license and vehicle, or other approved means of transportation, an acceptable driving record, and current auto insurance will be required for work away from the primary office 90% of the time or more.



Preferred Qualifications:
  • Bachelor's degree in Public Health or related field preferred.
  • 2 years of experience in healthcare/Managed Care organizations preferred.



Knowledge of:
  • Regulatory and accreditation standards and guidelines of DHCS, Department of Managed Health Care (DMHC), Joint Commission, Centers for Medicare and Medicaid Services (CMS), and ADA.
