JOB SUMMARY:
The Manager of Clinical Administrative Services oversees, manages, and supervises specific administrative functions including but not limited to: data entry, budget review, financial documentation, and office support services to ensure compliance with applicable Agency policies and procedures, DBHDS requirements, licensure regulations, and DMAS/Magellan/MCO regulations/ requirements.
ESSENTIAL FUNCTIONS:
1. Oversee and manage administrative functions and supervise Program Assistants and/or Office Assistants, as applicable, to ensure compliance with Agency policy and procedures, adherence to audit requirements, and efficient data collection requirements. Monitor office procedures to ensure compliance with all applicable regulations. Facilitate meetings, provide on-going training, and disseminate information and/or updates involving administrative changes to staff as needed.
2. Participate in Leadership Team meetings and other Agency committees as needed. Collaborate with Directors, Service Coordinators and Quality Assurance Coordinator to develop and revise procedures. Present new/revised procedures to the Leadership Team, and ensure program level staff are familiar with new and/or revised procedures.
3. Provide oversight of program reimbursement system and serve as liaison to the Office of Reimbursement. Provide assistant with monthly revenue collection to ensure accuracy in capturing all billable services. Review insurance eligibility via the Medicaid Website, and complete Insurance Verification Services as needed. Implement, develop, and review reports for accuracy, and monitor data to ensure targets are met as required. Provide feedback to the Chief Clinical Officer, Division Directors, Chief Medical Director and leadership team on billing targets. Attend monthly Administrative Services Coordinator Meetings.
4. Oversee Central Disbursement Accounts. Review and approve reimbursement request for purchases/charges. Conduct routine site audits for petty cash and payee accounts.
5. Oversee Kronos timecard records to ensure that program timekeepers follow set guidelines. Responsible for reconciling leave/mileage entry and approval sign-off for Program Assistants and Office Assistants. Coordinate with the Office of Human Resources and the Budget and Finance office to update personnel and Kronos records.
6. Serve as Credible Representative to support staff with specific questions regarding services. Attend monthly Credible Service Application Team meetings and serve as liaison with the Office of Data and Technology to implement changes/updates with the electronic record database.
7. Oversee administrative support program to include direct supervision. Coordinate consistent office practices which include reporting, money collections, disbursement accounts, monitoring authorizations, and providing support to individuals and direct service providers. Monitor office procedures and practices to ensure compliance and uniformity with all applicable regulations and requirements.
OTHER DUTIES:
- Work closely with supervisors to expedite compliance with regulatory standards/guidelines and policies/procedures.
- Provide technical assistance to staff in the areas of computer software, equipment and training.
- Perform such other duties as assigned by supervisor.
Minimum Requirements
- Knowledge of grant writing and statistics
- Good oral and written communication skills
- Knowledge of computer applications and operations
- Knowledge of and skill in the principles of management and supervision
- Knowledge of and skill in budgetary and fiscal management areas and data analysis
- Work skills involving independent judgement and planning; time management and organizational ability
- Ability to interpret agency policy/procedures and state and federal regulations; ability to clearly communicate these requirements to others
- Awareness of CSB programs, available services, and service delivery
- Skills in staff development and training
- Knowledge of medical records practices and procedures
EXPERIENCE/EDUCATION REQUIRED:
Bachelor’s Degree in a related field preferred and/or other education and experience that meets the criteria of the job.
Two years’ supervisory experience.
Extensive knowledge/experience with administrative management, data entry, and accounting required.
Valid driver’s license with a safe driving record.
